Apprentice Ratios. A well trained workforce is critical to the long-term efficient and economical performance of the work covered by this agreement. The Employer and the Union are mutually committed to using apprentices to have adequate supply of skilled workers for the future. Accordingly, the Employer and the Union agree to a goal to employ apprentices at a rate of 15% of the Operating Engineers covered by this agreement. Additionally, each individual contractor who employs seven (7) or more journeymen operating engineers covered by this Agreement shall employ a minimum of one (1) apprentice. Thereafter, said contractor shall employ one (1) additional apprentice for each twenty (20) journeymen covered by this Agreement. EXAMPLE: 0 – 6 None 7 – 19 One (1) 20 – 39 Two (2) 40 – 59 Three (3) 60 – 79 Four (4) 80 – 99 Five (5), etc.

The NWCOA, Individual Employers and the Union are mutually committed to using apprentices to have adequate supply of skilled workers for the future. Accordingly, the Individual Employers and the Union agree to a goal to employ apprentices at a rate of 15% of the Operating Engineers covered by this Agreement. Additionally, each Individual Employer who employs seven (7) or more journeymen operating engineers covered by this Agreement shall employ a minimum of one (1) apprentice. Thereafter, said Individual Employer shall employ one (1) additional apprentice for each twenty (20) journeymen covered by this Agreement. Apprentice Ratios. It is agreed that each Employer shall employ a ratio of one (1) apprentice, when available, to one (1) journeymen on each specific job on which the Employer works. On April 30, 2027, the one-to-one ratio will sunset and revert back to one (1) apprentice for every two (2) journeymen. When layoffs occur, the apprentices may be laid-off in the same ratio as when hired.
Apprentice Ratios. The JATC shall select and indenture a sufficient number of apprentices to meet local manpower needs. The JATC is authorized to indenture the number of apprentices necessary to meet the job site ratio as per Section 5.12.

Apprentice Ratios. It was agreed during negotiations that the Company will maintain a ratio of apprentices to budgeted positions for the Electrical, Heavy Duty and Millwright trades in the following manner. Budgeted positions for Electricians divided by Example: If there are budgeted positions, therefore, apprentices would be required. Budgeted positions for Heavy Duty Mechanics divided by Example: If there are budgeted positions, therefore, apprentices would be required. Budgeted positions for Millwrights divided by Example: If there are budgeted positions, therefore, apprentices would be required. Areas where no apprenticeships are available through the Ministry of Skills Development, such as Welding and Surface Maintenance, will not be included in the ratio calculation. If the Worker Health Safety Advisor position is not tilled from within the Maintenance department then it will not be included in the apprenticeship ratio calculation. Persons who are below the Journeyman level but who are not in the apprentice program, will be considered apprentices for the purpose of the ratio count. Ratios in each of the three apprentice areas will be maintained by posting for apprentice positions only when a vacancy occurs in the trade area where the ratio requires the addition of an apprentice, i.e., ratios will not be maintained through adjustments to the manpower budget. Where a posting for an apprentice results in there being no successful candidate, the Company may either hire an apprentice or a Journeyman from outside the Company, regardless of the ratio requirement. It is understood and agreed that the apprenticeship ratios outlined in this letter of agreement re Apprenticeship Ratios will not be changed during the term of this agreement.

Apprentice Ratios. Three separate lists are to be established, one (1) each for Plumbers, Pipefitters, and HVAC Service (Refrigeration). One (1) Apprentice for each branch of the trade will be allowed each Employer provided one (1) Journeyman of each branch is employed. The following Journeyman to Apprentice ratio will be allowed for each branch of the trade:
(1) Apprentice to (1) Journeyman
(2) Apprentices to (2) Journeyman
(3) Apprentices to (6) Journeyman
(4) Apprentices to (12) Journeyman
(5) Apprentices to (15) Journeyman
(6) Apprentices to (18) Journeyman Above eighteen (18) Journeymen, the ratio of Apprentices to Journeyman will be thirty- three (33%). The Employers shall be allowed these ratios on the greater of current number of Journeyman Employees, or by dividing the annual Journeyman hours by 1,600 hours.
