Arbitrator's Powers. The arbitrator’s powers shall be limited to deciding the case at hand and the arbitrator shall not have any power to add to, subtract from or to otherwise modify any of the terms and conditions of this Agreement. The arbitration award shall not be retroactive earlier than the beginning of the pay period prior to the one in which the grievance was first raised. The arbitration decision shall be final and binding upon the Employer, the Union and the employees. Time Limitations
