5.2.1 The Parties agree that it is in the best interests of both the Contractor and the State to determine and select subcontractors as soon as possible after the Contractor has been awarded the Project. Therefore, the Contractor agrees, to furnish to the State and the Architect in writing the names of the persons or entities (including those who are to furnish materials or equipment fabricated to a special design) proposed for each of the principal portions of the Work within Ten (10) working days of award of the Project to Contractor. The State will reply within Ten (10) working days to the Contractor in writing stating whether or not the State, after due investigation, has reasonable objection to any such proposed person or entity.
5.2.2 The Contractor shall not contract with any such proposed person or entity to whom the State has made reasonable objection under the provisions of Subparagraph 5.2.1 of these General Conditions. The Contractor shall not be required to contract with anyone to whom he has a reasonable objection.
5.2.3 If the State has reasonable objection to any such proposed person or entity, the Contractor shall submit a substitute to whom the State has no reasonable objection, and the Contract Sum shall be increased or decreased by the difference in cost occasioned by such substitution and an appropriate Change Order shall be issued; however, no increase in the Contract Sum shall be allowed for any such substitution unless the Contractor has acted promptly and responsively in submitting names as required by Subparagraph 5.2.1. of these General Conditions.
5.2.4 The Contractor shall make no substitution for any Subcontractor, person or entity previously selected if the State makes a reasonable objection to such substitution.

5.2.1 Prior to entering into a contract with any proposed Major Work Trade Package Subcontractor, the Construction Manager shall provide the Owner with the bid analysis and written rational for awarding to other than the lowest pecuniary bid, if applicable. If the Owner has an objection to any proposed Major Work Trade Package Subcontractor, the Owner shall notify the Construction Manager in writing and the Construction Manager shall not contract with the proposed Major Work Trade Package Subcontractor. The Construction Manager shall propose another Major Work Trade Package Subcontractor for the Owner’s review. Failure of the Owner to promptly object following receipt shall constitute acceptance. An appropriate Change Order shall reflect any increase or decrease in the GMP or dates of Substantial or Final Completion because of the substitution.
5.2.2 Prior to entering into a contract with any proposed Subcontractor, Subsubcontractor or Material Supplier, other than a Major Work Trade Package Subcontractor, the Construction Manager shall provide the Owner with the names of the proposed Subcontractor, Subsubcontractor, or Material Supplier. If the Owner has an objection to any proposed Subcontractor, Subsubcontractor, or Material Supplier, the Owner shall notify the Construction Manager in writing and the Construction Manager shall not contract with the proposed Subcontractor, Subsubcontractor, or Material Supplier. § 5.2.1 Unless otherwise stated in the Contract Documents or the bidding requirements, the Contractor, as soon as practicable after award of the Contract, shall furnish in writing to the Owner through the Architect the names of persons or entities (including those who are to furnish materials or equipment fabricated to a special design) proposed for each principal portion of the Work. The Architect will promptly reply to the Contractor in writing stating whether or not the Owner or the Architect, after due investigation, has reasonable objection to any such proposed person or entity. Failure of the Owner or Architect to reply promptly shall constitute notice of no reasonable objection.
§ 5.2.2 The Contractor shall not contract with a proposed person or entity to whom the Owner or Architect has made reasonable and timely objection. The Contractor shall not be required to contract with anyone to whom the Contractor has made reasonable objection.
§ 5.2.3 If the Owner or Architect has reasonable objection to a person or entity proposed by the Contractor, the Contractor shall propose another to whom the Owner or Architect has no reasonable objection. If the proposed but rejected Subcontractor was reasonably capable of performing the Work, the Contract Sum and applicable Contract Time shall be increased or decreased by the difference, if any, occasioned by such change, and an appropriate Change Order shall be issued before commencement of the substitute Subcontractor's Work. However, no increase in such Contract Sum or Contract Time shall be allowed for such change unless the Contractor has acted promptly and responsively in submitting names as required.
§ 5.2.4 The Contractor shall not change a Subcontractor, person or entity previously selected if the Owner or Architect makes reasonable objection to such substitute.

5.1.1 Assignment or Substitution - Consent of District In accordance with Public Contract Code sections 4107 and 4107.5, no Contractor whose bid is accepted shall, without the written consent of the District: substitute any person or entity as a Subcontractor in place of the Subcontractor designated in the original bid; permit any such Subcontractor to be assigned or transferred, or allow work to be performed by any person or entity other than the original Subcontractor listed in the original bid; sublet or subcontract any portion of the Work in excess of one-half of one percent (.5%) of the Contractor’s total bid as to which its original bid did not designate a Subcontractor. Any assignment or substitution made without the prior written consent of the awarding authority shall be void, and the assignees shall acquire no rights in the Contract. Any consent, if given, shall not relieve Contractor or its Subcontractors from their obligations under the terms of the Contract Documents.

5.2.1 The Design/Builder shall promptly following award of the Contract, and in all events within five (5) days thereof, furnish to the Owner in writing, a list of the names of qualified Subcontractors proposed for the Work for review and approval by Owner. Should it become necessary to alter the list of approved Subcontractors, Design/Builder shall submit proposed revisions to the Owner for review and approval. Failure of the Owner to make objection to any qualified Subcontractor so proposed by Design/Builder within a reasonable period of time shall constitute acceptance of such Subcontractor, but only for the limited purpose of permitting Design/Builder to engage such party.
5.2.2 The Design/Builder shall not contract with any Subcontractor or any person or organization (including those who are to furnish materials or equipment fabricated to a special design) proposed for portions of the Work against whom Owner or Developer makes any reasonable objection. The Design/]Builder will not be required to contract with any Subcontractor or person or organization against whom he has a reasonable objection. Design/Builder shall furnish copies of all subcontracts entered into in connection with the Work immediately following the execution thereof.
5.2.3 The Design/Builder shall not make any substitution for any Subcontractor or person or organization who has been accepted by the Developer unless the substitution is acceptable to the Owner and Developer.
5.2.4 Prior to entering into a contract with any Subcontractor in connection with the Project, Design/Builder shall submit to Developer for its review Design/Builder's forms of subcontract and purchase order which will be used by Design/Builder. Developer shall promptly review such documents and advise Design/Builder of any modifications thereto required by Owner or Developer. Design/Builder shall not engage any Subcontractor for the Work except by subcontracts or purchase orders which are acceptable to Developer. Not later than one (1) month prior to each Subcontractor's first payment request, the Design/Builder shall submit to the Developer copies of the executed subcontract with all exhibits, a schedule of values to be consented to by Owner, copies of required insurances, and copies of bonds as they may apply. The Design-Builder, as soon as practicable and before entering into a contractual relationship with any persons or entities for a principal portion of the Work, or for materials or equipment fabricated to a special design, or for an aggregate amount of $25,000.00, or more, shall furnish to the Owner in writing for review by the Owner, the names of such persons or entities proposed. The Owner will reply to the Design-Builder stating whether or not the Owner, after due investigation, has any reasonable objection to any such proposed person or entity.
3.4.2. The Design-Builder shall not contract with any proposed person or entity to which the Owner has made reasonable objection. The Design-Builder shall make no substitution for any previously selected and/or approved person or entity without the prior approval of the Owner, which shall not be unreasonably withheld.
