California Air Resources Board. 28.1. Contractor agrees and acknowledges that the California Air Resources Board (“CARB”) In-Use Off-Road Diesel- Fueled Fleets regulations (Title 13 CCR sections 2449, 2449.1 and 2449.2) apply to this Agreement. Contractor shall comply and shall require subcontractors to comply with the CARB In-Use Off-Road Diesel-Fueled Fleets regulations.
28.2. Contractor shall ensure that Contractor and all subcontractors execute the CARB In-Use Off-Road Diesel-Fueled Fleets Certification attached to the Contract Documents and incorporated herein.
28.3. As applicable, Contractor and subcontractors must provide a current Certificate of Reported Compliance for fleets subject to the CARB In-Use Off-Road Diesel-Fueled Fleets regulations.

i. Selecting the Grantee.
ii. Providing policy direction and reviewing/approving proposed drafts of the Implementation Manual in consultation with the Grantee.
iii. Approving the required or requested plans, policies or procedures manuals in a form and with content acceptable to CARB.
iv. Reviewing and approving work product, including but not limited to solicitations for funding, Grant Recipient agreements, Funding Plan elements, presentations, reports, papers, and other needed work product during the administration of the Project.
v. Participating in regular meetings with the Grantee to discuss the Grantee’s administrative duties and responsibilities, the Project, and status of Grant Recipient projects.
vi. Reviewing, approving, denying, or returning all Grant Disbursement Request Forms (Form MSCD/ISB-90) for Grantee’s administrative funding and for the Grant Recipient funding.
vii. Selecting Grant Recipient projects for funding that result from a solicitation, except where Grantee is required to do so per direction from CARB.
viii. Reviewing, approving, or denying Grant Recipient Disbursement Request Forms (Form MSCD/ISB-90) for Grant Recipient funding requests from Grant Recipients administered or managed by Grantee, except where Grantee is required to do so per direction from CARB.
ix. Facilitating payments to Grantee after CARB approval of the Grant Disbursement Request Forms (Form MSCD/ISB-90).
x. Providing project oversight and holding Grantee accountable (in conjunction with the Grantee).

a. Throughout the grant term and in consultation with the Grantee, develop, finalize, and update the One-Stop-Shop application for low-income consumers to qualify for and access CARB’s Low Carbon Transportation Equity Projects.
b. Reviewing and approving project elements provided by the Grantee including, but not limited to, application and platform recommendations, income verification procedures, and progress reports.
c. Throughout the grant term and in consultation with the Grantee, develop, finalize, and update a cohesive set of consumer terms and conditions for the One-Stop- Shop application.
d. Throughout the grant term and in consultation with the Grantee, review, approve, and update the Grantee’s outreach and education strategy.
e. Participating in regular meetings with the Grantee to discuss project refinements and guide project implementation.
f. Review and approve all Grant Disbursement Request Forms (MSCD/ISB-90) and distribute grant funds to the Grantee.
g. Providing project oversight and accountability (in conjunction with the Grantee).
h. Meeting applicable requirements of statutes, applicable State law, the FY 2017-18 Funding Plan for Clean Transportation Incentives, the FY 2017-18 One-Stop-Shop Pilot Project Grant Solicitation, this grant agreement with Grantee, and the current One-Stop-Shop Pilot Project Terms and Conditions and any future updates and/or revisions to the Terms and Conditions issued during the grant term. e. Participating in regular meetings with the Grantee to discuss the Program’s administration duties, and status of technical projects.
f. Reviewing, approving, denying, or returning all Grant Disbursement Request Forms (Form MSCD/ISB-90) for administrative funding.
g. Selecting projects for funding that result from a solicitation.
h. Reviewing, approving, or denying Grant Disbursement Request Forms (Form MSCD/ISB-90) for technical funding request from technical grantees.
i. Facilitating payments to technical grantees after CARB approval of the Grant Disbursement Request Forms (Form MSCD/ISB-90).
j. Providing project oversight and holding Grantee accountable (in conjunction with the Grantee).

1. Evaluating alterations to the loan loss reserve premiums, interest rate, vehicle price buy-down based on vehicle type, EVSE grant amount, and other program criteria.
2. Setting maximum interest rate, vehicle price buy-down amount, maximum EVSE grant amount for puchase and installation when purchasing a XXX or PHEV, and maximum lender loan loss reserve premiums for the project.
