Contractor Value. Engineering Change Proposals Prior to Submittal of the Proposal for the Construction Work Package. (a) The Contractor is encouraged to assess the Construction Documents and submit value engineering change proposals (“VECPs”) as soon as possible after reviewing a Construction Work Package Request and prior to the submittal of its proposal for the Construction Work Package. (b) The Contractor’s VECP shall clearly demonstrate that changing the Construction Documents would: (a) result in a net reduction in the total Task Order Price; (b) not impair, in any manner, the essential functions or characteristics of the Construction Work Package, including, but not limited to, service life, economy of operation, ease of maintenance, desired appearance, design and safety standards; and (c) not detrimentally affect the Construction Schedule. (c) As a minimum, the Contractor shall submit the following information as part of each VECP: (a) a description of both the existing aspects of the Construction Documents that the Contractor proposes changing and the change, with a discussion of the comparative advantages and disadvantages of each; (b) an itemization of the aspects of the Construction Documents that must be changed if the VECP is adopted; (c) a detailed estimate of the cost of performing both the aspects of the Construction Documents that the Contractor proposes changing (i.e., without the change) and the change under the VECP; (d) a statement of the date by which the Authority must notify the Contractor whether its VECP is accepted so as not to delay the Work for the Construction Work Package; (e) a statement of the effect adoption of the VECP will have on the time for completion of the Construction Work Package; (f) the items of Work affected by the proposed changes, including any quantity variation attributable to them; and (g) a description and estimate of the non-construction costs the Authority may incur in implementing the VECP, such as redesign, evaluation, tests, and operating and support costs. (d) The Contractor shall submit six (6) copies of each VECP along with all supporting information to the COTR, and send one (1) copy to the Contracting Officer. (e) The Authority shall be the sole judge of the acceptability of a VECP. Any VECP may be accepted, in whole or in part, by the Contracting Officer.   • Trunk Group Architecture and Traffic Routing 5.2.1 The Parties shall jointly establish Access Toll Connecting Trunks between CLEC and CBT by which they will jointly provide Tandem-transported Switched Exchange Access Services to Interexchange Carriers to enable such Interexchange Carriers to originate and terminate traffic from and to CLEC's Customers. 5.2.2 Access Toll Connecting Trunks shall be used solely for the transmission and routing of Exchange Access and non-translated Toll Free traffic (e.g., 800/888) to allow CLEC’s Customers to connect to or be connected to the interexchange trunks of any Interexchange Carrier that is connected to the CBT access Tandem. 5.2.3 The Access Toll Connecting Trunks shall be one-way or two-way trunks, as mutually agreed, connecting an End Office Switch that CLEC utilizes to provide Telephone Exchange Service and Switched Exchange Access Service in the given LATA to an access Tandem Switch CBT utilizes to provide Exchange Access in the LATA.
