Bargaining unit members may use tuition assistance for such courses. In the event that either party disputes any non-accredited course or institution for qualification, the parties agree that such dispute will be reviewed by a panel composed of equal numbers of Employer and Bargaining Unit representatives. If the panel cannot reach consensus on the dispute, the matter will be referred to a mutually agreed upon third party educational expert with a background in law enforcement or job class for final determination.
