A grievance is an allegation by an employee or a disagreement between District management and an employee, groups group of employees that the City has failed to provide a condition of employment that is established by this Agreement, provided that the enjoyment or the Union concerning condition of employment is not made subject to the interpretation, application, or violation of a specific article(s) of this Memorandum of Understanding. The union may not independently submit or process a formal grievance unless it alleges that at least one (1) employee within the Unit has suffered detriment as a result discretion of the aggrieved contract provisionChief of Police or the City. This grievance procedure shall not apply to discipline or other matters over which the Personnel Board has jurisdiction pursuant to Title 3 of the Municipal Code.
