Definition of Evaluation. Evaluation is the ongoing process of defining goals and of identifying, gathering, and using information as a part of a process which has the purpose of (1) providing information for improving performance, and (2) providing a record of facts and assessments for personnel decisions. The evaluation shall be free of racial, sexual, religious, and other discriminations or biases as defined in state and federal laws.
