Discretionary Practices. Both parties acknowledge that certain discretionary practices exist within the employer/employee relationship, which do not have a material effect on the conditions of employment, such as the providing of picnic lunches, holiday hams, etc. The parties agree that such practices shall continue to exist at the sole discretion of the City.
