Employee Objections. If an employee registers an objection to promotion and such promotion is given to another employee with less seniority, the latter employee will be deemed, as regards promotion only, to have greater seniority than the employee who objected to such promotion. The City is not obligated to consider City seniority in the case of promotions or demotions not in excess of one shift, but such period of time may be extended by mutual agreement of the City and the Union. An employee moving from one classification to another that involves no change in pay rate shall not be considered as promoted or demoted.
