General Scope of Services The Secure Departmental Sample Clauses

General Scope of Services The Secure Departmental. Car Travel Framework Agreement is to support Government Departments in the secure transportation of Government Ministers, senior civil servants and officials of at least equivalent grade, and those personnel expressly authorised to act on their behalf. The primary responsibility for such transportation remains with the Government Car Service (GCS). It provides a high quality, secure, car service in which Ministers and senior civil servants can travel safely, allowing them to work whilst in the car. The Departments access this service through a number of Departmental Pool Cars (DPCs). However to maximise value for money the number of DPCs has been minimised. As such Government Departments will have variable additional demands that do not merit the allocation of an additional DPC. This framework agreement is intended to ensure these additional demands can be met in a secure and cost efficient way. This agreement will offer the opportunity for Government Departments to book a secure car and driver for single and or return journeys, daily/weekly hire or for special events in London and the Home Counties. It is expected that at least one point of the journey, ie either the point of commencement or termination will always be in central London. It is anticipated most journeys would be undertaken during normal working hours, within the London and home counties area. Normal working hours are defined as between 07:00-19:30 hours Monday to Friday inclusive when parliament is sitting. Peak demand times would be from 07:00 to 09:00 and then any time after 19:00 until parliament finishes for the day. Suppliers should however be aware that a significant number of these journeys are likely to be taken outside those normal working hours. Government Departments are able to contract directly with Suppliers by way of call off contract under the framework agreement for which terms and conditions have already been agreed. It will also be possible to run a further competition between Suppliers. The framework agreement covers a potential period of 4 years (2 yrs + two further 1 yr extensions) and has a large number of individual potential users. The usage is difficult to estimate accurately because it is a new service. The maximum possible value featured in the OJEU Contract Notice for this Agreement is therefore based on a maximum possible level of estimated usage.
