In considering the means by which RHUL might seek to measure improvement in the area of widening participation and access for OFFA purposes, we believe that it is important to build upon the work already underway and to choose realistic, but stretching, targets based not only on our recent performance and assessment of where we need to improve on access over the next five years, but also the characteristics of our proposed targeted financial fair access measures. In framing the targets, we have also sought to take into account a range of factors that could substantially increase or decrease the population of students from widening participation backgrounds applying and progressing to RHUL. These include: demographic changes in UK impacting upon the overall characteristics of the HE population, including a substantial and rapid decline in the population of young school leavers; a possible change of uncertain duration in the proportion of entrants from widening participation backgrounds, especially risk-adverse groups, following the introduction of a higher tuition fee and graduate contribution; the impact of the cessation of funding for the Aimhigher project and the demise of Lifelong Learning Networks prior to new fee arrangements; a gradual diminution of socio-economic differences resulting from higher standards of living and increased social mobility, resulting in a declining volume of entrants to higher education categorised as NS-SEC classes 4-7.
Institutional Targets and milestones. 7.1 We have identified, through benchmarking and data collection, our position regarding minority ethnic recruitment and recruitment of males to the teaching profession. Our target for minority ethnic candidates (set by TDA) is one per course from a local ethnic population of around 6%. We achieved our target this year and hope to attract others for the course beginning Sept 2006 through our current leafleting campaign; results will be known by July 2006. Results of our campaigns for 2008 will be known by July 2007. Institutional Targets and milestones. 7.1 The number of HE students directly funded by HEFCE is very small and therefore the setting of detailed targets and milestones is not deemed appropriate. The College, however, will be monitoring the numbers of students participating in our institution who are in receipt of a bursary and full or partial state support. We will be noting the impact of these measures on widening participation as part of our monitoring of our overall HE provision by analysing a range of data including gender, ethnicity, age and disability. We will also be monitoring internal progression and progression from advanced apprenticeships.
