Introduction &Goals. ‌ In recent years, although with long lasting precedents in previous decades (see Xxxxxx, 1992, and detailed review in Xxxxx, 2006), a lively debate has emerged over the notion of river basin as the unquestionable adequate scale for water management and governance (Budds & Xxxxxxxx, 2012; Xxxxx & Xxxxxxxx, 2011; Xxxxxx, 2011; Xxxxx et al., 2010; Xxxxxx et al., 2012; Xxxxxxxxx, 2005). This critical discussion develops along with a revision of the ideal concept of Integrated Water Resources Management (IWRM – Xxxxxx, 2004; Xxxxxxxxx & Xxxxxxxx, 2005), in the framework of a larger theoretical debate on the politics of scale for managing natural resources (Xxxxxx et al., 2002; Xxxxxx, 1990; Xxxxxx et al., 2007). The two key research questions that it poses are: a) to what extent could the river basin be confirmed, altered or reinterpreted as the key spatial unit for water management, in the light of the WFD implementing experience; and b) to what extent could the recent critical debate on the ‘river basin panacea’ (Molle, 2008; Xxxx, 2012; Xxxx-Xxxxx et al., 2012) be transferred to the Iberian Peninsula case? By searching the answers to these questions, the article inquiries into two interrelated issues: one is the role of different institutional framings and scalar constructions on the management of river basins spanning across different level (international and interregional) boundaries; the other is the linkage of the debates on scalar politics and cross-border water management, by identifying the factors justifying and criticizing the river basin scale as its normative unit (Fall 2005, 2010; Xxxxxxx 2006; Xxxxxx 2012; Xxxxxx & Xxxxxx 2009).
