ISP Investigation. Incidental spills, or disposal (including sanitary sewer leaks or overflows) reported by the City, the public, other agencies or observed by Contractor staff during the course of their normal daily activities will be investigated and forwarded to the City’s sewer maintenance crew for containment and clean-up. Suspected prohibited non-stormwater discharge to the storm drain system reported by the City, the public, other agencies or observed by Contractor staff during the course of their normal daily activities that may be resulting from an illicit connection or whose origin is unknown will be investigated. If the nature and source of the discharge is determined, action will be taken to eliminate the discharge though voluntary termination or enforcement action. Contractor will manage the program to document all incoming calls regarding potential illicit connections and/or illicit discharge/disposal practices, investigate complaints, communicate and coordinate the appropriate response(s), follow up with the complainant as needed, and maintain proper documentation and records.
