(a) as a member of the Board of Directors of the Union for the attendance at Board meetings;
(b) as a delegate to attend special conventions, conferences and/or educational programs of the Union and affiliated bodies including the National Union of Public and General Employees Canadian Labour Congress and the Nova Scotia Federation of Labour;
(c) as members of standing Committees of the Union for the attendance at meetings of the standing Committees;
(d) as members of the Bargaining Union negotiating committee of the Local for attendance at Committee meetings;
(e) as members of the Executive to attend Executive Meetings of the Nova Scotia Government and General Employees Union and the Nova Scotia Federation of Labour; or
(f) for such other Union business as may be authorized by the Union. Such leaves will not be unreasonably refused. Such leaves shall be without pay but without loss of sick leave credits benefits or seniority shall be during the period of the leave. Leave of Absence for Union Business. 17.1 The Board 2.06.1 Any employee who acts as a full-time officer of the Union, will be placed on leave of absence with the time involved considered as service with the Company. On conclusion of such leave of absence an employee shall return to the job classification they previously held without loss of the Company Accredited Service as used to determine vacation and welfare plan entitlements (see Clause “G” 9.01).

2.06.3 Officers of the Union shall be granted leave of absence for Union business without pay provided an officer of the Union gives as much notice as possible, but not less than 48 hours notice, of the requested absence. In the event the Union is unable to provide 48 hours notice the Union will accept responsibility for any additional costs incurred for replacements (e.g. overtime premiums). Members of the union may request a leave for union business, without pay, provided an officer of the union authorizes the request. (f) for such other Union business as may be authorized by the Union. Such leaves will not be unreasonably refused. Leave of Absence for Union Business. 17.1 The Board 2.06.1 Any employee who acts as a full-time Officer of the Union, will be placed on leave of absence with the time involved considered as service with the Company. On conclusion of such leave of absence an employee shall return to the job classification they previously held without loss of the Company Accredited Service as used to determine vacation and welfare plan entitlements (see Clause “G” 9.01).
2.06.2 Leave of absence granted to a full-time Union Officer shall be without pay but he shall be entitled to retain his membership in the following welfare plans, subject to the Union paying t h e Company contributions for each plan on his behalf: • Weekly Indemnity Plan • Long Term Disability Plan • Group Life Insurance Plan • A Recognized Pension Plan • MSP of British Columbia • Extended Health Benefits Plan • Dental Plan
2.06.3 Officers of the Union shall be granted leave of absence for Union business without pay provided and Officer of the Union gives as much notice as possible, but not less than 48 hours’ notice, of the requested absence. In the event the Union is unable to provide 48 hours’ notice, the Union will accept responsibility for any additional costs incurred for replacements (e.g. overtime premiums). Members of the Union may request a leave for Union business, without pay, provided an Officer of the Union authorizes the request. Such request shall be granted providing it does not conflict with customer service or increase operational costs for replacement(s).
2.06.4 Recognition of Union Representatives/Stewards & Permission to Leave Work In order to provide an orderly and speedy procedure for the settling of grievances, the Employer acknowledges the right of the Union to appoint or select elect Representatives/Stewards whose duties shall include assistance to any employee which they represent, in preparing and presenting a Negotiation Committee of not more than seven (7) employees and will recognize and deal grievance in accordance with this Committee with respect to contract negotiationsthe grievance procedure. The Union Employer agrees to provide the names of all Committee members to the Board in writing.

A Representative before leaving their work shall advise their supervisor in order to ensure coverage at the workplace and benefits for shall also notify the period supervisor at the location of absence.

(c) as members of standing Committees of the Union for the attendance at meetings of the standing Committees;
(d) as members of the Bargaining Union negotiating committee of the Local for attendance at committee meetings:
(e) as members of the Executive to attend Executive Meetings of the Nova Scotia Government and General Employees Union and the Nova Scotia Federation of Labour; or
(f) for such other Union business as may be authorized by the Union. Such leaves will not be unreasonably refused. 20.3 Leave of Absence for Full-time Union President
(a) An Employee who declares their intention to offer for the position of President of the Union shall notify the Employer as soon as possible after declaring their intention to seek the office of President.
(b) An Employee elected or appointed as President of the Union shall be given a leave of absence without pay for the term she is to serve up to a maximum of five two (2) years.
(c) Notwithstanding article 20.3(b), a leave of absence for a second (2nd) and subsequent consecutive term shall be granted where operational requirements permit.
(d) For the purpose of article 20.3(b) and 20.3(c), the leave of absence shall commence on July 1 and end on June 30.
(e) All benefits of the Employee shall continue in effect while the Employee is serving as President, and, for such purposes, the Employee shall be deemed to be in the employ of the Employer.
(f) Notwithstanding paragraphs 20.3(b) and 20.3(e), the gross salary of the President shall be determined by the Union and paid to the President by the Employer, and the amount of this gross salary shall be reimbursed to the Employer by the Union.
(g) On expiration the Employee shall be reinstated in the position they held immediately prior to the commencement of leave, or in a position mutually agreed upon by the Employee and the Employer, at a salary level commensurate with the position previously held.
(h) Notwithstanding paragraph 20.3(b) or any provision of the Collective Agreement to the contrary, the period of leave of absence shall be deemed to be continuous service and employment with the Employer for all purposes.
(i) Notwithstanding the provisions of the Collective Agreement, vacation earned but not used prior to taking office shall be carried over to be taken in the fiscal year in which the Employee returns from leave of absence. The Employee will not earn vacation while on a leave of absence.
(j) The Union shall reimburse to the Employer the Employer’s share of contribution for E.I. premiums, Canada Pension Plan, group insurance premiums and any other benefits made on behalf of the Employee during the period of leave of absence.

(a) as a member of the Board of Directors of the Union for the attendance at Board meetings;
(b) as a delegate to attend special conventions, conferences and/or educational programs of the Union and affiliated bodies including the National Union of Public and General Employees Canadian Labour Congress and the Nova Scotia Federation of Labour;
(c) as members of standing Committees of the Union for the attendance at meetings of the standing Committees;
(d) as members of the Bargaining Union negotiating committee of the Local for attendance at committee meetings:
(e) as members of the Executive to attend Executive Meetings of the Nova Scotia Government and General Employees Union and the Nova Scotia Federation of Labour; or

Leave of Absence for Union Business. 17.1 The Board acknowledges Section 5.1 Employees who resign to be employed by the right Union will be granted reemployment consideration under existing personnel policies.
Section 5.2 Dependent upon staffing and work needs and with approval of the supervisor, an employee who is a Union officer or xxxxxxx shall be allowed to appoint or select a Negotiation Committee of not more than seven (7) employees and will recognize and deal with this Committee with respect attend to contract negotiations. The Union agrees to provide the names of all Committee members business matters pertaining to the Board Union during work hours. Such Union officer or xxxxxxx shall give his/her supervisor notice in writingaccordance with Department personnel policies concerning leave of his/her intention to be absent from duty for Union business.
17.2 The Section 5.3 An employee who is a Union may have the service of a CUPE Staff Representativeofficer, counsel xxxxxxx, or adviser at any meeting with representatives of the Board during negotiations pertaining to renewal or amendment of the Collective Agreement.
17.3 Members of other employee designated by the Union negotiating committee shall be paid at their regular straight use the Leave with Pay-Union Business (LWPUN) time rate of pay for their regularly scheduled work time spent with officials of the Board for purposes of amending or renewing the Agreement up to and including, but not beyond the stage of conciliation, provided, however, that such committee members shall not be compensated reporting code for time spent prior in travel, and to or beyond their regular working hours.
17.4 Upon request, attend the meetings between the Department and members of the Union's Negotiating Committee shall be permitted leave bargaining unit set forth in Sections 7.1 and 7.2 of absence to prepare for the commencement of formal contract negotiations with the Board. The total number of days of leave under this Article shall not exceed 28 days during the lifetime of the Agreement and no member shall be absent for more than 4 days for this purpose. The Union shall give the Board a minimum of 5 days advance notice of any such request. An employee on such leave shall continue to receive pay and benefits provided in this Agreement. The total amount of leave that may be charged for these specified meetings to this code may not exceed forty (40) hours per fiscal year. No overtime shall be incurred as a result of attending these meetings. Additional time may be charged to the LWPUN time reporting code upon approval by the Department’s Human Resources Director. Meetings described in Section 7.3 and 7.4 will be held during normal working hours with no loss of pay or accrued leave for those attending; however, no overtime shall be incurred as a result of attending these meetings. Time spent by Union shall reimburse the Board members participating in Grievance Panel Review meetings as a panel member, as set forth in Section 8.3 of this Agreement, will not experience a loss in pay or accrued leave as a result of their attendance at those meetings. Except for all pay and benefits participation as a grievance panel member as mentioned above, any additional approved time off for the period purpose of absence.
17.5 Leave of absence without pay and without loss of sick leave credits or seniority shall be granted upon request to the Board to employees elected or appointed to represent the Union at recognized Union conventions or conferences. 17.5 Leave of absence without pay to an Employee who is elected or selected:
(a) as a member of the Board of Directors of the Union for the attendance at Board meetings;
(b) as a delegate to attend special conventions, conferences and/or educational programs of the Union and affiliated bodies including the National Union of Public and General Employees Canadian Labour Congress and the Nova Scotia Federation of Labour;
(c) as members of standing Committees of the Union for the attendance at meetings of the standing Committees;
(d) as members of the Bargaining Union negotiating committee of the Local for attendance at committee meetings:
(e) as members of the Executive to attend Executive Meetings of the Nova Scotia Government and General Employees Union and the Nova Scotia Federation of Labour; or
(f) for such other Union business as may be authorized by the Union. Such leaves will not be unreasonably refused. Such leaves shall be without pay but without loss of sick leave credits benefits or seniority shall be during the period of the leave. The Employer will continue the salary and benefits of an Employee, who is granted upon request to the Board to employees elected or appointed to represent the Union at recognized Union conventions or conferences. 17.6 An employee selected 20.2 On reasonable notice in writing and where operational requirements permit, an Employee who is seconded for up to and including a full-time position with the local shall Union or anybody with which the Union is affiliated may be granted a leave of absence without loss of seniority and benefits during the period of the leave. Such leave shall not be unreasonably refused. The Employer will continue the salary of an Employee who is seconded without pay and will invoice the Union for the Employee's salary and the Union shall reimburse the Employer for all pay or benefits for a during the period of the leave.
20.3 Leave of Absence for Full-time Union President
(a) An Employee who declares their intention to offer forth e position of President of the Union shall notify the Employer as soon as possible after declaring their intention to seek the office of President.
(b) An Employee elected or appointed as President of the Union shall be given a leave of absence without pay for the term she is to serve up to a maximum of two (2) years. Such .
(c) Notwithstanding article 20.3(b), a leave of absence for a second (2nd) and subsequent consecutive term shall be renewed each yeargranted where operational requirements permit.
(d) For the purpose of article 20.3(b) and 20.3(c), the leave of absence shall commence on requestJuly 1 and end on June 30.
(e) All benefits of the Employee shall continue in effect while the Employee is serving as President, during and, for such purposes, the term Employee shall be deemed to be in the employ of officethe Employer.
(f) Notwithstanding paragraphs 20.3(b) and 20.3(e), the gross salary of the President shall be determined by the Union and paid to the President by the Employer, and the amount of this gross salary shall be reimbursed to the Employer by the Union.
(g) On expiration the Employee shall be reinstated in the position they held immediately prior to the commencement of leave, or in a position mutually agreed upon by the Employee and the Employer, at a salary level commensurate with the position previously held.
(h) Notwithstanding paragraph 20.3(b) or any provision of the Collective Agreement to the contrary, the period of leave of absence shall be deemed to be continuous service and employment with the Employer for all purposes.
(i) Notwithstanding the provisions of the Collective Agreement, vacation earned but not used prior to taking office shall be carried over to be taken in the fiscal year in which the Employee returns from leave of absence.
