Limitations on Fees. Attached hereto as Exhibit C is a list of the fees and charges (not including user fees) regularly imposed by the City pursuant to the Rochelle Municipal Code on new developments. Minor fees and charges are not included on Exhibit C. Except as expressly set forth in Exhibit C, no fee or charge of any description (except user fees) shall be imposed upon Owner or upon the development and use of the Property for the period set forth in Section 5 of Schedule 2 (Special Terms). The City shall not increase the amount of any fee or charge shown on Exhibit C for the period set forth in Section 5 of Schedule 2 (Special Terms). Thereafter, Owner shall be liable for payment of all fees made generally applicable to all similarly-situated owners, users and Owners of property within the City.
