Method of Making Appointments. Therefore, in making staff changes, transfers, or promotions, appointment shall be made of the applicant with the greatest seniority and having the required qualifications in accordance with Article 18(b). The employees shall retain the right of appeal under the grievance procedure contained in this Agreement. Appointments from within the bargaining unit shall be made within two (2) weeks of posting (such appointments may be extended up to three (3) weeks by mutual consent of both parties).
