Need for the Project. Elazig province, situated in the Eastern Anatolia region, has a population of 568,753 (TUIK, 2014) and covers an area of 9,281 km2. The province is located at a distance of 142 km to Bingol province, 135 km to Tunceli province, 98 km to Malatya province and 153 km to Diyarbakir province, which are the surrounding provinces. There is a high amount of daily population flux from the surrounding provinces to Elazig province. Due to its centralized location within the region, Elazig province provides health services to both people living in Elazig and people coming from the surrounding and further provinces. There are currently 7 state hospitals (5 General Hospitals -1 in central district and 4 in other districts-, 1 Education and Research Hospital and 1 psychiatric hospital), 69 family health centers, 16 emergency stations, 1 oral and dental health clinic, 1 mother and child care and family planning center, 1 public health laboratory and 1 tuberculosis control dispensary in Elazig that are affiliated with MoH. The information on state hospitals, university hospitals and private hospitals in Elazig province is given in Table 2-1. Although the bed occupancy rates seem low, this is calculated taking into account the beds in the emergency and dialysis sections, in addition to the clinics. However, when the occupancy rates only in clinics are considered, it is observed that the occupancy rates exceed 100% in a great number of clinics within hospitals resulting in delays in patient treatments. Need for the Project. STEPS Alaska partners are working together to support Southeast Alaskans so they thrive. After reviewing the disaggregated data and conducting a scan of assets in the region, partners were able to compile cradle-to-career solutions specific to each site within the Southeast corridor. Specifically, the scan included Southeast Alaska community conversations, data collected from organizational partners, inter-agency assessments, student and school staff surveys, family surveys, regional research, and collective impact assessments.
Need for the Project. Silica sand is one of the most common varieties of sand found in the world. It is used for a wide range of applications. Sand is the general term for broken down granules of minerals or rocks, technically between about one-sixteenth of a millimeter to two millimeters in diameter, falling between silt and gravel in the spectrum of sizes. There are many varieties of sand in the world, each with their own unique composition and qualities. Silica is another name for silicon dioxide, SiO2, of which quartz is a specific latticed structure. So, silica sand is quartz that over the years, through the work of water and wind, has been broken down into tiny granules. These granules can be used for many different purposes, and can be found in most non-tropical regions of the world.
Need for the Project. 2.3.1 Section 14(1)(o) of the Xxxxxxxx Xxx 0000 provides that infrastructure for the transfer or storage of wastewater such as the project shall be an NSIP.

The provisions of Article 104-7, Extra Work, and Article 104-8, Compensation and Record Keeping will apply to authorized maintenance of guardrail/guiderail. Performance of weekly inspections of guardrail/guiderail, and the damage reports required as described above, will be considered to be an incidental part of the work being paid for by the various contract items.
