Numbers and Type of Accommodation Required. From an early stage in the discussions with the Council it was apparent that an integral part of the requirements for delivering the Training Academy for the MoD is the availability and provision, not only of single living accommodation (SLA), but of accommodation for military personnel and their families, known as Service Families Accommodation (SFA). Such housing is not considered as being general purpose residential development, but effectively bespoke or “tied” housing, being planned, developed and managed for rent to service personnel who are allocated the accommodation by the MoD and who are unable to buy or rent in the open housing market. It is on this basis that discussions have progressed with the applicants both in the run up to the successful bid and the subsequent pre- and post-application discussions. Such discussions have made it clear by your officers that the housing, if approved, will need to be restricted in terms of its initial occupation and its future disposal monitored and recorded. This is deemed to be necessary so that in the event of the housing being disposed of in totality or in part, an appropriate level of affordable housing can be realised. Full details of the discussions held regarding the future requirement for affordable housing in the event of the SFA being disposed of are detailed within the section on planning obligations at the end of this report. The SLA units will be located within the main training college site at East Camp, with the applicants’ advisors (Xxxxx X ‘Xxxxxx) estimating that 3238 SLA units will be required on site. Their provision is both necessary and, in terms of its location within the wire, entirely appropriate. The SLA units are akin to halls of residence within a modern day university or college campus and such an approach is very common. The new build SFA units are proposed to be located on four sites, known as Tremains Farm, North of West Camp, Picketston South West, and the Stadium / Golf Course site. It has been indicated that the close proximity of the SFA to the military establishment is required for security reasons to enable such accommodation to be adequately protected in association with its base. The St Athan Development Brief recognises that it would be desirable for SFA to be located close to the site, not only for security reasons but to ensure that there are significant staff on and around the establishment to act as mentors and provide an example to younger trainees.   • Vacation Requests Regular employees become eligible for paid vacation leave once they have completed six (6) months of continuous employment. Vacations requests must be submitted by no later than January 31st to be scheduled for the vacation calendar year of April 1- March 31. Vacation time may be divided into blocks of one to two weeks in duration. Scheduling of vacation shall be in accordance with seniority within a classification. Where an employee chooses to split their vacation, they shall exercise seniority rights in the choice of the first vacation period. Seniority shall prevail in the choice of the second vacation period but only after all other first vacation periods have been selected. Remaining vacation periods will be scheduled in a fair and equitable manner amongst employees within a classification. The Employer will make every effort to accommodate requests for vacation of more than two (2) consecutive weeks outside of prime vacation periods. Employees failing to exercise their right to request vacation within the vacation selection time posted by the Employer will forfeit their seniority rights with respect to choice of vacation time. In such cases, the Employer reserves the right to schedule vacation time for the employee. A maximum of two (2) weeks of vacation time may be carried forward from one year to another. Employees who wish to carry vacation forward should notify the Employer by February 28th. If the employee has not requested all of their vacation leave, the Employer reserves the right to schedule the remaining vacation days within the last four (4) months of the calendar year.   • Certification Requirements The applicant will provide Vista Laboratories, Inc. with all product information for the evaluation of the product to be certified and warrant that the information provided is accurate and complete so that Vista Labs may perform the services requested. If the product was tested at an external laboratory, the applicant must provide the complete test report to Vista Labs. If the external testing facility is not ISO 17025 accredited, or does not have the proper scope, Vista Labs must determine if the test report can be used for certification activities. The applicant’s information is used to perform a product review and evaluation to determine the product’s compliance to the specific certification requested. Throughout the process, the client agrees to make claims regarding certification consistent with the scope of certification. The applicant agrees to supply the required number of product samples, to be determined by Vista Labs, to the laboratory for testing, measurement, and evaluation purposes. The client understands that certain tests may damage or destroy the sample and acknowledge that Vista Labs is not responsible for such damages. Samples will be returned only upon request by the applicant and at the applicant’s expense, after the completion of certification. Samples will be disposed of after six months if not requested for return by applicant. The product is ineligible for certification if it has been modified by the client after testing or certification. Changes to the product must be approved by Vista Laboratories. Vista Labs reserves the right to re- evaluate the product as a result of information that raises questions concerning the conformance of the product. Certified products maintain fulfilment of product requirements if the certification applies to ongoing production. If the client provides copies of the certification documents to other parties, the documents are reproduced in their entirety, or as specified in the certification scheme. In making reference to its product certification in media, such as brochures or advertisement, the client complies with the requirements of the Vista Labs or as specified by the certification scheme. The client complies with any requirements that may be prescribed in the certification scheme relating to the use of marks of conformity, and on all product correspondences and product related information. Vista Labs reserves the right to revise or withdraw the requirements as required in order to maintain conformance with FCC rules and regulations governing the product. The product may continue with certification and receive certification upon demonstration of compliance with the revised requirements, to the satisfaction of Vista Laboratories.
