Small Grants under Part 2.1 of the Project shall be managed and monitored by SLARI pursuant to the provisions of the Project Implementation Manual and within the framework of the AWP&B, and shall be made available to Beneficiaries through SLARI on the basis of the specific Research Proposals previously validated by the PCU and included and approved in the AWP&B to finance an amount not exceeding the total estimated cost of the activities it will finance. The national CARG scheme under Part 3.1(b) of the Project shall be managed and monitored by the PCU pursuant to the procedures of, and under the terms and conditions set forth in, the Project Implementation Manual. The PCU shall: (i) evaluate the Grant applications; (ii) decide on which Grants shall receive financing under the Financing; (iii) approve the Grant for disbursement, ensuring it will not exceed the total estimated cost of the activities it will finance and, thereafter, conclude the Grant Agreement with each Beneficiary; and (iv) not assign, amend, abrogate or waive the Project Implementation Manual or any of its provisions without the Association’s prior agreement. Once the CARG scheme is established under Part 3.1(b) of the Project to the satisfaction of the Association, the CARG Body shall take over the responsibilities of the PCU set forth in sub-paragraphs (i), (ii), (iii), and (iv) of this paragraph (b), thus managing and monitoring the CARG scheme pursuant to the provisions of this paragraph and the procedures of, and under the terms and conditions to be set forth in, the CARG Manual of Procedures, and in accordance with an agreement to be concluded between the PCU and the CARG Body for the purpose.
