The 'Other Observers' clause defines the rights and limitations regarding individuals or entities, other than the primary parties, who are permitted to attend meetings, negotiations, or other proceedings related to the agreement. Typically, this clause specifies under what circumstances such observers may be present, whether their attendance requires prior consent, and what confidentiality obligations they must uphold. Its core function is to manage the presence of third parties, ensuring that sensitive information is protected while allowing for necessary transparency or oversight.

On behalf of the UNEP/CMS Secretariat, Mr ▇▇▇▇▇▇▇ ▇▇▇▇▇▇▇▇ took the opportunity to underline the close collaboration between the UNEP/AEWA and UNEP/CMS Secretariats, where staff members interacted on a daily basis on various issues, e.g. poisoning, illegal killing of birds and renewable energies, thereby exchanging experience and expertise. Regular meetings on cross-cutting management issues were also taking place, which were helping to strengthen this important relationship.
Other Observers. 34. ▇▇ ▇▇▇ ▇▇▇▇▇, Hungary, reported that Hungary had a very severe case of HPAI breakout last autumn concerning the Common Crane (Grus grus). Over 20 thousand birds died. However, after that, no more cases were recorded.

Other Observers. Any other member of a Council's pensions committee established under Section 101 of the Local Government Act 1972 may attend a meeting of the Joint Committee at the discretion of the Chairman in the capacity of an Observer. Such persons shall not be entitled to vote, nor may they speak unless invited to do so by the Chairman. Such persons shall not be subject to the provisions of paragraph 23.1 below (the power to exclude members of the public in accordance with Part V A of the Local Government Act 1972). Notice of Joint Committee Meetings shall be given by the Secretary to such persons under paragraph 17. Such persons shall receive copies of the minutes provided to members of the Joint Committee in accordance with paragraph 21.1 and 21.2.
Other Observers. ▇▇ ▇▇ ▇▇▇▇▇▇▇, FACE, mentioned that progress had been made on the three Technical Committee tasks related to sustainable harvest for which ToRs were finalised. At the meeting in mid-June of the Technical Committee ad- hoc working group on sustainable harvest it was wagered that a staggered approach would be applied in the implementation of these assignments – first the rapid assessment of sustainability of waterbird harvest would be implemented, followed by the compilation of a guidance on methods and tools for waterbird harvest data collection, and finally the assessment of the nature and extent of waterbird harvest and socio-economic importance of waterbirds.
