Administrative and Personnel Matters. Subject to approval by the Board, the Superintendent/Elementary Principal shall have primary responsibility for organizing, reorganizing and arranging the administrative and supervisory staff, including administration of instruction and business affairs, in a manner which in his judgement shall best serve the District. The Superintendent/Elementary Principal shall be responsible for initiating all personnel matters which require action by the Board. The Superintendent/Elementary Principal shall present his recommendations to the Board concerning the selection, placement, transfer, termination, and discharge of all personnel.

Under this agenda item, Dr Xxxxxxxxxxx pointed out that the Secretariat had not been in the position to extend the contract of the Assistant to the European Goose Management Platform beyond July 2019 due to lack of funding. 105. For the two African Initiative positions funding was also still lacking as the core budget covered only a part time of 50%, however, due to the generous contributions received from the EC and the Governments of Luxembourg, Germany and Switzerland both positions could be maintained at 100 % and 80% respectively. 106. Xx Xxxxxxx emphasised the need to have a clear view of the funding gaps for these positions.

The Meeting had adjourned to discuss the issue of the CMS Executive Secretary Proposal for Enhancing Cooperation and Coordination between AEWA and CMS (Doc. 9.22), which included the issue of the recruitment of the AEWA Executive Officer. The closed session had been attended by the Standing Committee Members, other Party representatives, the CMS Executive Secretary and the AEWA Acting Executive Secretary.

Administrative and Personnel Matters. 184. There had been no changes in the staffing situation of the Secretariat since StC12. Three support staff members had been upgraded from G4 to G-5 level as decided by MOP6. All P-staff had been recommended for upgrade by at least one level in an independent analysis applying the UN rules and criteria. 185. Xx Xxxxxxxx remarked that the arrears in Party contributions were substantial, amounting to around 10% of the budget, which corresponded to the amount withdrawn from the Trust Fund. France had been working with Portugal with regard to the payment of contributions in arrears.

Mr Xxxxxxxxxxx referred to document AEWA/StC 12.17, which briefly referred to the ongoing recruitment of the P-2 Associate Programme Officer for the European Goose Management Platform (EGMP), while the job opening of the G-5 Programme Management Assistant, also for the EGMP was still being processed. The three existing G-4 positions had all been re-classified at G-5 level and the respective job openings were being processed.
