Policy/Group Grievance. Where a dispute involving a question of general application or interpretation occurs or where the Employer files the grievance, Step 1 of this Article will be by-passed in the case of a Union grievance; and in the case of an Employer grievance the grievance will be sent directly to the Union. Such grievance will be filed within twenty-one (21) calendar days following the event, acknowledge of the event, giving rise to the grievance, respondent will reply within twenty-one (21) calendar days.
