Posting of Vacancies (Promotions, Voluntary Demotions, and Lateral Transfers). (a) Whenever the Agency intends to fill a vacant bargaining unit position, the Agency will first use the appropriate Injured Worker List; Layoff and Secondary Recall Lists in accordance to Article 45.
