Potential Facilities Assessment (Optional. The County has been performing strategic studies to assess long term solid waste management needs. One potential option is to site a transfer station in the future Module 5 area. Geosyntec will assess this option and its effect on the overall final grading and closure of the landfill. Geosyntec will develop a conceptual plan to locate a transfer station in the Module 5 area. This will include assessing the size and dimensions of the structure required, evaluating access routes to the transfer station, and assessing utility requirements and connections. Selection of the prime location for the transfer station will also take into account the likely impacts on the overall refuse and final cover stability, site capacity, site life, onsite soil stockpile locations, and stormwater and erosion controls. Geosyntec will analyze each of these impacts to develop the transfer station conceptual plan. The transfer station conceptual plan will be incorporated into a letter report. The letter report will include a discussion of the conceptual design criteria for the transfer station and a summary of its impacts on the currently planned BVL development.   • Needs Assessment 1. The Contractor shall conduct a cultural and linguistic group-needs assessment of the eligible client population in the Contractor’s service area to assess the language needs of the population and determine what reasonable steps are necessary to ensure meaningful access to services and activities to eligible individuals. [22 CCR 98310, 98314] The group-needs assessment shall take into account the following four (4) factors:
