PROBATION, STAFFING AND CLASSIFICATION. The Parties to this Agreement acknowledge that probation, staffing and classification are the prerogative of the Employer. A candidate shall have access to the point-rating reached by the Board. If an unsuccessful candidate is not satisfied with the reasons offered by the rating board for the employee’s lack of success the employee may grieve the rating decision. Should the employee not be satisfied with the response to the employee’s grievance the employee may proceed to adjudication.

However, in view of the sincere concerns expressed by the bargaining unit, the Employer agrees to the following measures: The Employer’s existing practices and procedures in relation to probation and staffing at the time of signing this Agreement will be continued. The Employer will prepare a set of Probation and Staffing guidelines for inclusion in its ”Employee Handbook”. These guidelines will be the subject of consultation under Article prior to December and following consultation, will be adopted as Council policy.
