Process of Filling of Vacancies for Said Positions. Before awarding a supplemental contract to a non-certificated employee, the BOARD shall pass a resolution stating that the position has been offered to teachers and no qualified teachers applied and that the position was then advertised for certificated teachers outside the bargaining unit and none applied.
