PROFESSIONAL QUALIFICATIONS AND ASSIGNMENTS. A. The Board and Association agree that fully qualified teachers are a vital aspect of an effective educational program. They agree to work cooperatively toward keeping and securing fully ISBE licensed, well-trained professionals in every position. As evidence of this objective the Board and Association agree that new teachers employed by the Board for regular teaching assignments must hold a valid Illinois teaching license for their assigned position. In addition, teachers must be “highly qualified” in compliance with state and/or federal legislation.
