Annual Negotiations. Article 21 of the Lease is hereby amended to add the following Section 21.26:
Annual Negotiations. Negotiations will be conducted each year according to the ground rules as mutually agreed upon prior to negotiations. Ground Rules (see APPENDIX F - GROUND RULES) used at the previous year's sessions will serve as the basis for discussing any changes before adopting ground rules for the current negotiating sessions. Annual Negotiations. After approval and execution of this agreement and upon request by the WEA to the Board or by the Board to the Representative Organization, after January 2 of each year during the term of this Negotiation Procedural Agreement, the Board and the WEA will enter into annual negotiations with the intent of reaching a final annual Negotiated Master Agreement. If final agreement is not reached by July 1, unless extended by mutual consent, any items in question shall be submitted to Dispute Resolution under Section 4 below.
Annual Negotiations. 4.1. Subject to the provisions of Subsection 4.4 hereinafter set forth, during the term of this Agreement, either party may request annual negotiations to be held in accordance with the provisions of Section 4.4.
4.2. A written request by a party desiring annual negotiations must be made to the other party no later than March 15.
4.3. If, in any year, neither party requests annual negotiations in accordance with Paragraph 4.2, this Agreement shall continue in effect without change until: (a) a subsequent year in which a party requests negotiations as provided in Paragraph 4.2, or; (b) the Association ceases to be recognized as the representative of the Covered Employee, whichever occurs first.
4.4. The provisions of this Agreement, insofar as they pertain to annual negotiations to be conducted during the life of this Agreement, may be modified as follows:
4.4.1. Either party may request negotiations during the life of this Agreement as provided in Paragraph 4.2.
4.4.2. Negotiations will be limited to salary, insurance and a maximum of two other items submitted by each party. This is not to preclude including some items which are mutually agreeable to both parties.
4.5. Negotiations will be conducted at times and places mutually agreeable to the parties.

2.3.3. If the Board and the Association fail to come to agreement in contract negotiations, the District will follow Utah State Code Section 53a-7-101/102 for impasse, mediating and fact-finding.

If ratified after July 31, then it will be published in four weeks.
