QUALIFICATIONS AND ASSIGNMENTS. A. Students are entitled to be taught by teachers who hold positions for which they have been certified and are qualified. For assignment and recall, the professional staff member working in a non-teaching position shall meet the qualifications as defined below. B. Teachers employed by the Board for a regular teaching assignment shall at a minimum have a Bachelor’s degree from an accredited college or university, and a Michigan Teacher’s Certificate with the required endorsements for the position held by the teacher. In addition, the teacher assigned to teach at the high school level shall have a major or minor and be in accordance with North Central standards. C. The employment of teachers with special certificates is to be permitted only in cases where no properly certified teacher is available and in conformity with Michigan law. The Association shall be notified in each instance of a temporary certification being requested and granted by the State. D. A professional staff member working in a non-teaching position shall not be assigned, except temporarily and for good cause, to a position for which he/she is not certificated, credentialed, or licensed (as appropriate), and qualified. E. Should a teacher be assigned to a position for which he/she is not qualified, other than those specified in Paragraph F. of this Article, he/she shall be provided with written notification that he/she is not qualified under the provisions of this Article. In addition, the notice shall specify what the teacher must do to become qualified. F. Teachers will usually be given written notice of their proposed schedules, percentage of time and building assignments by June 30 each year. In the event changes in such schedules are proposed, all teachers affected shall be notified promptly and consulted. In no event will changes to a professional staff member working in a non-teaching position’s schedule be made later than sixty (60) calendar days before the commencement of the school year except under extenuating circumstances. If a change to a schedule or assignment is made during the months of August or September, up to fourteen (14) hours of preparation time at the teacher’s hourly rate will be provided. In addition, support services needs may be provided as mutually agreed between the teacher and the principal. G. QUALIFICATIONS AND ASSIGNMENTS. 1. Teachers who will be affected by a change in grade assignments in the elementary school grades and by subject assignments in the secondary school grades will be notified and consulted by the building principal prior to July 15, Later changes, necessitated by emergency, will be reduced to writing and forwarded to the affected teacher prior to the finalization of the change. 2. It is the responsibility of each individual teacher, as well as the Board to provide the highest quality educational program practicable for every boy and girl in the school district. Participation in scheduled after school parent or student conferences and other specified school sponsored activities where the participation of the total building staff is necessary to the success of the activity. d. Teachers shall not leave a class unattended, and shall be responsible for the supervision of students' conduct on the school grounds as well as in school building. e. A teacher shall ensure that all sides of a controversial issue are presented equally, and that the topic and material used will be appropriate to the maturity level and intellectual ability of the students. QUALIFICATIONS AND ASSIGNMENTS. A. Teachers shall not be assigned outside the scope of their teaching certificates and/or major or minor fields of study. No teacher shall be assigned to a position for which they are not appropriately certified and qualified. A teacher must meet the requirements for a “highly qualified” teacher under the No Child Left Behind Act of 2001, as amended, 20 USC 6301 et seg. according to the criteria established by the Michigan Department of Education where applicable to the assignment. Each classroom teacher shall be given specific written notice of his/her subject and grade level assignments for the next school year no later than thirty (30) days following the last day of school. Changes beyond that day may be made in cases of emergency such as unforeseen personnel changes and changes in financing and growth patterns which are unexpected. Subsequently, assignments that substantially alter or increase the duties and responsibilities of the teacher may be made only for justifiable reasons. In such cases the teacher will be given as much advance notice as possible. B. Those teachers/counselors who have completed two or more years teaching experience in the St. Xxxxx Public School district and desire reassignment to a different grade and/or classroom subject area or as a classroom teacher to another building may file a written request with the office of the Superintendent specifying their desires by April 1 of each school year, which may be renewed annually by the teacher by written notice. Transfers for teachers with fewer than two years experience are subject to administrator approval. Before the school year ends, but after determining staffing needs for the next school year, a meeting will be held for any elementary staff that have been displaced or have requested a transfer. The displaced teacher(s) will have first choice of open positions, most senior teacher first. After placement of displaced teachers, others based upon most senior first may choose or not choose openings as they occur. A teacher who receives a position through the transfer process must be vested in the position for at least one year before they may utilize the position to participate in a job trade.
