Project Scope of Work. Task 1: Procurement Support
(1) Review of the County’s current procurement policy and procedures, including review of any standard solicitation/RFP/contract documents typically used to identify risks points. Deliverable would be a Compliance Memorandum summarizing any concerns with recommendations to mitigate any noted risks. This Memorandum will also include a summary and explanation of Federal requirements that govern procurements and a discussion of how each is incorporated into the process. This explanation will briefly touch on the history of the regulations and the utility of various current and archived policy and guidance.
(2) Preparation of Templates and generic documents that can be tailored for the County’s use in conducting eligible procurements. We recommend these documents include:
a. Written procurement procedures as required by 2 C.F.R. § 200.318(a); b. Written standards of conduct covering conflicts of interest as required by 2 C.F.R. § 200.318(c)(1) and covering organizational conflicts of interest as required by 2 C.F.R. § 200.318(c)(2);

Project Scope of Work. Vascular Biogenics Ltd. (hereinafter referred to as “VASCULAR BIOGENICS”) has requested that BioClinica, Inc. and subsidiaries (hereinafter referred to as “BIOCLINICA”) provide medical imaging core laboratory services in support of an Ulcerative Colitis Study.

The Architect shall provide evaluation and feasibility/conceptual design services, otherwise referred to as the “Initial Phase Services” for a feasibility study for upgrades to the Ouray County Courthouse building and site per the Scope Memorandum as attached and dated August 28th, 2015.
b. Deliverables shall include engineering narratives and preliminary architectural documents for feasibility and preliminary pricing options, as more completely described in the Scope of Work, attached hereto as Exhibit B.
1) Narratives and preliminary documents will indicate general means of construction and materials for renovation and new construction scope, including preliminary construction drawings, and will outline specifications and descriptive narratives for mechanical Mechanical/electrical/Plumbing (MEP) and audio-video (A/V) data systems for pricing purposes.
2) Narratives and preliminary documents will be coordinated with General Contractors for preliminary pricing to be utilized for grant application purposes. CCA will assist in coordination of architectural and pricing information for grant applications.
c. Upon Owner’s completion and approval of the Initial Phase Services, the Architect shall submit an Agreement for Architectural Services (AIA Agreement) to prepare the required Building Permit and Construction Documents.
