Public Assistance. In the event that a subrecipient does not agree with the determinations made by DHS/FEMA, the subrecipient has the right to file an appeal. This appeal must be submitted in GMS by initiating a New Project Appeal, attaching documented justification supporting the subrecipient’s position, specifying the monetary figure in dispute and the provisions in federal law, regulation, or policy with which the subrecipient believes the initial action was inconsistent. Additionally, for disasters declared on or after January 1, 2022, subrecipients must submit appeals using DHS/FEMA’s Grants Portal system, in addition to GMS. An appeal must be submitted by the subrecipient within the following time frames:

Public Assistance. For 6 months because this was the first time that I committed a public assistance-IPV and I wrongfully received an amount less than $1,000. • For 12 months because this was the second time that I committed a public assistance-IPV, or I wrongfully received between $1,000 and $3,900. • For 18 months because this was the third time that I committed a public assistance-IPV, or I wrongfully received an amount over $3,900. • For 5 years because I have committed three or more previous public assistance-IPV’s. If I am not eligible for public assistance from which I am disqualified at the time the disqualification period is to begin, the period will be postponed until I become eligible for such benefits.

In order to assist the City, by reducing its costs of operation, the Association agrees to allow members of the Fire Department to clean glass and debris from the roadway when the fire fighters are called to the scene of an accident. Further, the Association agrees to allow members of the Fire Department, while on duty out of the station, to provide public assistance as may be required to temporarily relieve a problem. The City will provide, during times of natural disasters such as storms, etc., signs, barricades and lights, which may be stored in departmental vehicles to be placed at the scene by members of the Department.
