Qualified Mental Health Professional (QMHP) i. A School-Based Mental Health Program QMHP is qualified ed under state law to provide mental health services and treatment to children and adolescents, which includes an assessment at the onset of services. Counties shall provide appropriate levels of clinical supervision as set forth in OAR 309-019-0130 for SBMH service Providers. The following outlines the scope of the SBMH service Provider:
