Regular Positions. Where it is determined by the Employer that: (a) two or more applicants for a position in the bargaining unit are qualified; and (b) those applicants are of relatively equal merit, preference in filling that vacancy shall be given to the applicant with the greatest length of regular seniority. If there are no qualified regular employees, temporary and casual applicants shall be considered over external candidates.
