Scheduling of Vacation Leave. Vacations shall be scheduled on a first-come first-serve basis. Such time off shall be prior authorized in writing on the authorized Agency form and shall be mutually agreeable to the immediate supervisor and the employee consistent with the operating needs of the Agency.
