Scheduling of Vacation. Vacation leave shall be subject to supervisor approval and scheduled to meet the operational requirements of the University and in accordance with the following: 1. Vacation credit shall not be used prior to the time it is accrued. 2. Absence for illness, disability, or personal reasons may be charged to vacation. 3. Upon request, an employee shall be granted vacation before the employee's accrued credit reaches the maximum which the employee can accumulate. 4. An employee shall not be paid for vacation for the same period that the employee is working and on pay status in the employee's present position, or any other position paid by University funds (see exception in paragraph J.2. below). 5. Vacation schedules for requests submitted during the months of March and September shall be established on the basis of seniority in an employee's classification and in a shop or work location. a. Vacation requests may be submitted by an employee in the month of March for vacations to be taken between April 1 and September 30 of that same calendar year. Vacation requests submitted after March 31 shall be reviewed on a "first-come, first-served" basis. b. Vacation requests may also be submitted in the month of September for vacations to be taken from October 1 of the same calendar year through March 31 of the next calendar year. Vacation requests submitted after September 30 shall be reviewed on a "first-come, first-served" basis. c. Exceptions to these vacation requests may be granted to an employee who has made or wishes to make long- term vacation plans. d. By mutual agreement of the parties, a department or unit within a department may allow employees to schedule vacation four (4) times per year, as determined by the department(s). When the parties agree upon vacation scheduling for a department or unit within a department, the implementation of the schedule may be discussed at a Labor-Management Relations meeting. 6. An employee may split his/her their vacation time, but preference according to seniority shall only apply to one of the two requests for vacation in that calendar year. 7. Occasional unscheduled Unplanned vacation days may be granted subject to the operational requirements of the University, and provided that they are requested at least five (5) working days in advance. If the request is made fifteen (15) calendar days or more in advance, the University has ten (10) calendar days to approve or deny the request. 8. Emergency vacation days may be granted at the discretion of the supervisor. The request for emergency vacation shall be requested either orally or in writing through the immediate supervisor, and may be reviewed by a designated University manager. Verification of the emergency may be required, and if required, shall be submitted to the designated University manager prior to payment. 9. Vacation schedules shall be posted in each shop or work location.

The Employer will continue to endeavor not to have to cancel any schedules, once approved, except in cases of staffing emergencies. Arrangements for vacation must be made in advance in a timely fashion and with the approval of the employer. Every effort will be made to grant vacation at the time and in the amount requested provided, however, it does not affect the operations of the facility in a detrimental manner. In the event that a request for vacation is made simultaneously by more than one person under such circumstances so as to hinder the operations of the department, the person with the most seniority shall be given preference as to vacation choice. Employees may exchange scheduled vacation with other employees with the approval of the Supervisor. For the purpose of scheduling vacation the following specific terms shall apply. b. Sign-ups for additional periods shall be conducted in the same manner with the employee with the most service having their choice of vacation periods not yet selected. Scheduling of Vacation. All vacations must be arranged and approved in advance by the Chief of Police or his/her designee. Said approval shall not be unreasonably withheld. All vacation time due each officer shall be applied for before May 30th and shall be selected/approved on a seniority basis: (1) shift; (2) rank; (3) seniority within rank. No vacation choices shall be accepted after May 31st. Vacation schedules may be adjusted by the Employer to accommodate seasonal operations, significant revisions in organization, work assignments or the use of personnel in particular ranks. Conflicts in scheduling will be resolved in favor of the most senior employee. The Chief of Police or his/her designee maintains the right to approve or otherwise alter any vacation schedule for emergency purposes. No employee shall be entitled to priority in selecting his/her annual vacation leave for more than two (2) weeks annually. Employees are strongly encouraged that vacation days be taken and in any event cannot be carried over beyond the fiscal year following that in which the vacation days are earned. Therefore, all vacation leave must be used before April 30th. However, employees may, at their selection, cash-in up to two (2) weeks of accrued vacation time which shall be payable to them during the first payroll period in December, however, they must cash-in within the present one (1) week minimum increment. In order to be eligible for this cash-in, the employee must serve notice to the Employer by May 31st of each year when they are submitting their annual vacation requests.
