Shop Drawings and Submittals. A. Certain requirements of the UGC are supplemented by Section 01 31 00 – Project Administration. The University of Texas System is the contracting agency for this construction project. The following statute requires the contracting agency to specify the generally minimum rates of wages in contracts that are bid. Government Code 2258 “Construction of Public Works in State and Municipal or Political Subdivisions; Prevailing Pursuant to the requirements of this statute, we have determined that the following rates of wages are paid to various classifications of workers in the locality of this project. Total hourly compensations to each worker must equal or exceed the minimum wage rates stated in the following attachment. Contributions by a worker toward health, pension, vacation, and the like are part of the worker’s pay; contributions by the employer are not. Any dollar amounts shown in columns for health, pension, and vacation may be paid either in cash or in kind. Workers in classifications where rates are not identified shall be paid not less than the general minimum rate of “laborer” for the various classifications of work therein listed. All hours of work over 40 hours per week are overtime and will be compensated at the rate of 1 and ½ times the regular wage. Trainees/helpers, where not otherwise specified above, may be compensated at a rate determined mutually by the worker and employer, commensurate with the experience and skill of the worker but a rate not less than 60% of the journeyman’s wage or less than the Laborers (General) rate. At no time shall a journeyman supervise more than two of apprentices, trainees or helpers. All apprentices/trainees/helpers shall be under the direct supervision of a journeyman working as a crew. Shop Drawings and Submittals. The Contractor shall submit to the City Representative any requested shop drawings, samples, and submittals depicting or representing the construction of portions of the Project in accordance with the plans and specifications. The Contractor shall pay for, or the cost may be withheld from payments to the Contractor for, no more than two (2) reviews of the shop drawings, samples, submittals, or similar element of work by the City Representative.

The Professional shall develop a list of shop drawings and submittals, required by the specifications, to be included in the Bid Documents for each Contract for Construction. The Professional agrees to develop the contractor’s submittal list and enter submittals in the Owner’s Project Management System. In addition to the submittals required by the technical specifications, the Professional shall include pre and post construction submittals including: special guarantees, warranties, drawings, operation and maintenance manuals, etc. turn over material quantity, special tool turn over item, certificate of compliance, test result, Owner training, and/or other close out item required for each specification section.

Unless specifically indicated in writing, this PSA does not include the preparation of record drawings.
