Allocation of building material shall be done on parcels over which the ownership is clearly defined and undisputed, for the following facilities: - Which possess documents proving that they are legally built, or - Which are in the process of legalization and for which planning and technical/location conditions have been issued, and for which the decision on execution of works/building permit can be obtained.
