TEACHING HOURS AND TEACHING LOAD. Section 1 Work Day The School Committee and the Association recognize and agree that the teacher’s responsibility to his/her students and his/her profession generally entail the performance of duties and the expenditure of time beyond the regular work day, but that time and work schedules can and should be established. 1. The work year of teachers, other than new personnel who may be required to attend additional orientation sessions, will begin no earlier than September 1st and will terminate no later than June 30th, but will in no event be less than one hundred eighty three (183) work days. The one hundred and eighty three (183) day work year shall include one hundred and eighty (180) days with students. The school calendar shall also include the scheduling of five (5) emergency/inclement weather days. (For payroll purposes, fractional amounts paid or deducted shall be at the applicable agreement periodrate of 1/183 per day.) Orientation days for other than new personnel shall be considered as scheduled work days. Any days above this limit shall be reimbursed at the 1/183 of the teacher’s contracted salary. On the last day of the school year, teachers shall be released with the students. 2. A convocation shall be scheduled for the first teacher work day. Said day shall also be used for presentations (including one hour for use by the AEA as outlined in Article VII), professional development, or other matters at the discretion of Administration. Teachers shall be allowed to work in their classrooms and have a lunch period after the conclusion of the convocation and the AEA meeting until 1:00 p.m. From 1:00 p.m. until 3:00 p.m., staff will attend professional development and/or staff meetings. 3. The schedule for school hours for abnormal conditions of enrollment and housing is subject to modification by the School Committee providing that such modification will not increase the length of the teacher’s workday. Hours for normal conditions will be 7:20 a.m. to 3:30 p.m., and under any conditions will not be more than a continuous six and one-half hour’s workday except for one hour per week for scheduled consultations with parents or administrative meeting times. Teachers are required to attend administrative meetings. If a teacher cannot attend an administrative meeting, they must notify the administrator in writing in advance of the meeting. Any teacher who misses an administrative meeting will be responsible for meeting with the building administrator to review what they missed within five (5) school days of the meeting. If abuse is suspected by administration, then disciplinary action may result. Effective September 1, 2008, the normal teacher work day will be seven and one-quarter increased by ten (7 ¼10) hours including arrival time fifteen minutes, five (155) minutes before in the morning and departure time five (155) minutes after in the students’ school day. The arrival and dismissal times for students are as follows: Elementary Schools - 8:00/8:05/8:15 a.m. - 2:15/2:20/2:30 p.m. Middle Schools - 8:00 a.m. - 2:30 p.m. High Schools - 7:55 a.m. - 2:37 p.m. The Committee/Administration shall have the applicable agreement periodright to shift at any time the aforementioned starting and dismissal times for students up to thirty (30) minutes in either direction (earlier or later). Prior to implementing any such change, representative(s) of the normal work Committee/Administration shall meet with the Association to advise the Association as to the reasons for the change and to give the Association the opportunity to express their opinions concerning the change. 2. The quality of an education program is a reflection of the applicable agreement periodideals, motives, preparation and conduct of the members of the teaching profession. It is important, therefore, for the teachers of our school system to recognize their great responsibility and to work together to accomplish the goals of the schools. B. Since a teacher is a professional person, the normal school committee expects him/her to exhibit the qualities of ability, personality and integrity. C. The professional task of teachers involves considerably more than actual classroom instruction. Some of these duties are:  Study and research to keep abreast of new knowledge and techniques.  Evaluation of students’ needs and performance.  Individualized Educational Plans (IEP)  Lesson planning and preparation.  Conference with students and parents and principal  In-service training meetings  Pupil supervision outside the classroom.  Special education evaluation, report writing D. It is most unlikely that a professional, competent teacher can accomplish these tasks in a 40-hour work week. A rigid regulation of duty hours of teachers would tend to imply that there was a specific amount of time within which the job could be done. E. All teachers will strive to exhibit the District Performance Standards. F. The school day of the employees recognized by this agreement will be seven and one-quarter (7 ¼) hours including arrival time fifteen (15) begin at the employee’s assignment 15 minutes before and departure time (15) minutes after the students’ school dayday starts and will end 15 minutes after school is dismissed. The school year for teachers (other than new personnel or personnel assigned to a specific day or new school who may be required to attend additional orientation days) will be three days more than 180 days when pupils are required by the school committee to be in attendance. All full-time and part-time professional employees are required to work the three additional days beyond the 180 days when pupils are required by the school committee to be in attendance. Teachers under contract for less than a full year will have the annual salary pro-rated based on 183 days. Reductions in salary shall be made on the basis of 1/183rd of annual salary for each day of unexcused absence. The Alternative School program for the Middle School shall allow all teachers that hold an elementary education certification (multiple subjects) and all teachers that hold a secondary education certification (specific subject) the opportunity to teach the subjects that the program offers. Teachers shall not be required to attend meetings or other functions related to the Alternative School. 4. While the teacher and involved students in the Alternative School are present in a particular school building an administrator responsible for the Alternative School shall be present in the particular building and readily accessible. The administration shall be responsible for the disciplining of students and for all matters pertaining to it. 5. Should an Alternative School teacher be absent from work, other certificated staff shall not be forced to stay for, but may volunteer for with per diem ratepay, beyond coverage of the work year class. 6. The Alternative School for teachers will begin at their the conclusion of the Middle/High School regular school day and will end when the late bus picks up the students. 3. The teachers shall provide instruction to students in the academic areas and will be responsible for the grading of each student. The Alternative School program for the Middle School shall allow all teachers that hold an elementary education certification (multiple subjects) and all teachers that hold a secondary education certification (specific subject) the opportunity to teach the subjects that the program offers. Teachers shall not be required to attend meetings or other functions related to the Alternative School. 4. While the teacher and involved students in the Alternative School are present in a particular school building an administrator responsible for the Alternative School shall be present in the particular building and readily accessible. The administration shall be responsible for the disciplining of students and for all matters pertaining to it. 5. Should an Alternative School teacher be absent from work, other certificated staff shall not be forced to stay for, but may volunteer for with per diem ratepay, beyond coverage of the work year class. 6. The specific schedule that a teacher works shall be determined by the building principal within the stated time reference. 13-4 Attendance at uncompensated activities will be kept at a minimum. 13-5 Where the class schedule allows or the faculty of a particular building agrees, a continuous duty-free lunch period of thirty (30) minutes shall be provided. In other situations, an equitable rotation of duty will be assigned teachers. Teachers shall have the right to leave the school during their lunch period. Such lunch period shall be exclusive of passing and inter school travel time. 13-6 Released time may be changed used to allow the staff at each school to participate in curriculum development and improvement and in-service education at the discretion of the Principal Superintendent. 13-7 Elementary teachers shall have at least 200 minutes per week for planning. TEACHING HOURS AND TEACHING LOAD. Section 1 Work Day The School Committee and the Association recognize and agree that the teacher’s responsibility to his/her students and his/her profession generally entail the performance of duties and the expenditure of time beyond the regular work day, but that time and work schedules can and should be established. The work year of teachers, other than new personnel who may be required to attend additional orientation sessions, will begin no earlier than September 1st and will terminate no later than June 30th, but will in no event be less than one hundred eighty three (183) work days. The one hundred and eighty three (183) day work year shall include one hundred and eighty (180) days with students. The school calendar shall also include the scheduling of five (5) emergency/inclement weather days. (For payroll purposes, fractional amounts paid or deducted shall be at the applicable agreement periodrate of 1/183 per day.) Orientation days for other than new personnel shall be considered as scheduled work days. Any days above this limit shall be reimbursed at the 1/183 of the teacher’s contracted salary. On the last day of the school year, teachers shall be released with the students. A convocation shall be scheduled for the first teacher work day. Effective September 1, 2008, the normal teacher work day will be seven increased by ten (10) minutes, five (5) minutes in the morning and one-quarter five (7 ¼5) minutes in the afternoon (hours including arrival time fifteen for normal conditions to be 7:15 a.m. to 3:35 p.m.), for a continuous workday of six hours and forty minutes, except for one hour per week for scheduled consultations with parents or administrative meeting times. A teacher at the Agawam High School shall be required to arrive in the school building five (155) minutes before the start of the student day and departure time shall not leave the school building until five (155) minutes after student dismissal. A teacher at the students’ Agawam Junior High School shall be required to arrive in the school building eight (8) minutes before the student day and shall not leave the school building until five (5) minutes after school dismissal. Teachers at the Agawam Middle School, the elementary schools and the Early Childhood center shall be required to arrive in the school building ten (10) minutes before the start of the student day and shall not leave the school building until ten (10) minutes after student dismissal. It is recognized that procedure for detention, emergencies, and after school help will be continued. Attendance at evening meetings and social affairs, except for district back to school night and district parent conferences, shall be at the option of the teacher, but the School Committee and the Association encourage participation in such meetings as part of the teacher’s responsibility. District back to school night and district parent conferences shall take place only on regularly scheduled school days and shall not exceed three (3) per year for secondary schools and three (3) per year for elementary schools. Effective September 1, 2020, an additional half-day shall be scheduled in the Spring for elementary teachers, grades K-4 only, in order to hold afternoon parent-teacher conferences in addition to the evening conferences. Guidance Counselors shall work 189 days per year, they shall work six (6) days which shall normally be before the opening of school or after the fifteen close of school. Effective September 1, 2019, Guidance Counselors will be paid for additional days in the work year on a per diem basis based upon the Guidance Counselor’s annual salary using the salary schedule in effect at that time. The per diem rate will be calculated at 1/183 of the Guidance Counselor’s salary. Guidance counselors will be released one day per month 2 hours earlier than the normally scheduled end of their workday. Guidance counselors will schedule evening office hours three (153) minutes described abovetimes per year, at the close of each marking period for the purpose of conferencing with parents. Evening office hours will be held in November, February, and April, and will be scheduled between 5:00 p.m. and 7:00 p.m. Middle School, Junior High School and High School guidance counselors will schedule conference evenings and during alternate nights.
