EPBC Act means Environmental Protection and Biodiversity Conservation Act 1999 (Cwlth).

The guidelines must be documented. This constitutes the ‘policy, plan or program’ pursuant to section 146 of the EPBC Act and is to be described more fully in the Program Report.
