The Recipient, through MIFIC, shall carry out Part 2 of the Project in accordance with the terms of a manual satisfactory to the Association (the Matching Grants Operational Manual).
Goods, works and services estimated to cost less than $50,000 equivalent per contract and required for Part C.3 of the Project may be procured on the basis of community participation in accordance with the procedures described in paragraph 3.17 of the Procurement Guidelines and in the Small Grants Operational Manual.
Services estimated to cost less than $50,000 equivalent per contract and required under Part B of the Project may be procured in accordance with commercial practices acceptable to the Bank and with the Matching Grants Operational Manual.

Without limitation upon the provisions of paragraph 1 of this Schedule, the Borrower, through MINCETUR, shall monitor the activities under Part C.3 of the Project and supervise the Small Grants in accordance with the provisions of (i) this paragraph; (ii) the Institutional Cooperation Agreements with the Municipalities; and (iii) the Small Grants Operational Manual.
Procedures related to complaints handling will be included in the Grants Operational Manual (GOM) and posted on the MAFWM’s website to ensure full transparency.
Except as the Association shall otherwise agree, the Recipient shall not amend, waive or fail to enforce the Matching Grants Operational Manual or any provision thereof.
Goods and works required for Part A.2 of the Project shall be procured in accordance with procedures acceptable to the Association, and specified in the Grants Operational Manual.
In case of any conflict between the terms of this Agreement and those of the Matching Grants Operational Manual, the terms of this Agreement shall prevail.
