Each Neighborhood requesting special services or a higher level of service from the Association shall, at least ninety(90) days before the beginning of the Association's fiscal year, submit to the Board for its approval a separate budget covering the estimated Neighborhood Expenses to be incurred by the Association.
There shall be three (3) types of assessments: (a) Common Assessments to fund Common Expenses for the benefit of all Members of the Association; (b) Neighborhood Assessments for Neighborhood Expenses benefiting only Units within one (1) or more particular Neighborhoods; and (c) Special Assessments as described below.
