This percentage shall remain the same for subsequent years, unless revised by applicable law. A subcontractor need not meet the apprenticeship graduation requirements above if both of the following requirements are met: (1) The subcontractor was not listed as a subcontractor under Section 4104 of the California Public Contract Code or a substitute for a listed subcontractor; and (2) The subcontract does not exceed one-half (1/2) of one percent (1%) of the price of the prime contract.
