020 Scope of Work and Deliverables. 1.021 In Scope Center for Forensic Psychiatry (CFP) Because the CFP has no provision for food services being provided by the facility, either in staffing, space or equipment and therefore, requires a contractor to provide these services at an off-site facility using a cook/chill production system. Delivery is required utilizing the A la Cart retherm trayed system owned by CFP. Contractor will be required to provide and maintain A la Cart dishware, storage equipment, disposables and cleaning and sanitizing of A la Cart retherm trayed carts. The various food services needed include but are not limited to standard, religious and therapeutic diet meals and snacks based patient census that varies daily, the provision of menus, special meals, and bagged meals. CFP is one building consisting of eight patient units, one centralized food cart room and an Evaluation Unit. The following information is provided to identify and explain the current food service operations at CFP. The information is based on the period of 1/1/2012 – 1/31/2013. • Number of buildings in hospital complex: One (1) • Total number of beds: 210 • Number of new admissions: 235 • Average daily census: 205 • Percent occupancy: 98% • Expected census: 210 • General types of service provided: Psychiatric treatment and non-acute medical care to adults with severe mental illness • Accreditation and/or certification: The Joint Commission, Center for Medicare and Medicaid Services • Hospital governed by: The State of Michigan, Department of Community HealthDiet manual used: The contract must provide the CFP a copy of the Nutrition Manual that they utilize. • Approximate number of required diet types per meal service: The following information is derived from the 2/6/2013 nutrition database and is based on the daily census of 205. The diets listed are the basic diet, there may be a several alterations to one person’s diet, e.g. calorie restricted, heart health, vegetarian, chopped/ground. 020 Scope of Work and Deliverables. 1.021 In Scope Michigan intends to establish the use of a standardized assessment tool and process with all persons with I/DD currently served by the public mental health system and those who will be entering the service system. Approximately 32,000 persons are served annually in the public mental health system. The initial implementation of this process will be conducted on a three year cycle and will also need to encompass providing assessments to any new persons seeking services. The contractor must train select individuals on the use and implementation of the assessment tool, train select individuals to train others on the appropriate administration of the tool, maintain quality assurance/oversight, obtain and maintain any appropriate software and/or programming licenses, automatically implement any upgrades to the tool/software being used, provide ongoing technical support and all online services needed to implement this effort. BHDDA has determined that an assessment tool, using appropriately trained assessors and a built in quality assurance function, used in conjunction with person centered planning will provide Michigan the ability to:
020 Scope of Work and Deliverables. 1.021 In Scope The billing services for the MDCH,BOL must include billing to Medicaid, private insurance, individuals if co- pays are indicated and submitters, if needed, as well as streamlining the process for confirming eligibility. This will involve (i) billing Medicaid and insurance claims and (ii) generating invoices to submitters and past due notices to submitters and others as necessary for claims not covered by Medicaid or insurance. The billing service must be ICD-compliant before September 30, 2014. The backlog of submissions must be made no later than May 31, 2014. There are two tools provided by MDCH that are Appendices to the Contract: Appendix A, Algorithm for Collection of Fees for C. trachomatic and N.gonnorrhoeae Testing is a tool that provides the billing company the flow to determine payment liability. Appendix B, Current Sliding Fee Scale Patients is a tool that the submitting agency uses to determine their liability for payment.

The Contractor must provide services and coverage on a regional or statewide basis. The Contractor must provide the necessary staff and other resources to perform the tasks set forth in the Contract, including, but not limited to: Determine eligibility and perform enrollment functions. Issue ID cards to those enrolled in the HRPP. Process and pay claims for covered health care items and services in a timely manner, consistent with MCL 500.2006. Make coverage determinations based on the clinical appropriateness of health care items and services. Maintain a stable, high-quality network or networks of participating providers that are available to enrollees with adequate access to network providers that are geographically dispersed. Conduct customer service activities, including providing a call center to respond to enrollee inquiries. Adjudicate claims appeals. Carry out required compliance activities, including anti-dumping and fraud and abuse detection and prevention activities. Meet required reporting standards.

The Contractor shall furnish all stakes, templates, platforms, equipment, tools, materials, and labor required to lay out any part of the Work. The Contractor shall also be responsible for maintaining and preserving all stakes and other marks established by Princeton University until authorized to remove them. If such marks are destroyed by the Contractor or through its negligence before their removal is authorized, Princeton University may replace them and deduct the expense of the replacement from any amounts due or to become due to the Contractor.
