He recalled that this group had been established because of concerns about the accounting, financial and budgetary management system applied by the IATTC Secretariat to the AIDCP in its capacity as Secretariat, including the recording of expenses and the impact on the AIDCP budget in view of the restructuring of the Commission in 2021, the time devoted by IATTC staff to the work of the AIDCP and the salary increase for Commission staff in early 2022, which was not disclosed to the Parties at the IATTC and AIDCP meetings in Arizona, USA, nor at the AIDCP meeting in La Jolla in October, both in 2022, as it was first reported in the documents for the IATTC and AIDCP meetings in Victoria, Canada, in 2023.

In her capacity as Head of Section, Norwegian Environment Agency, Xx Xxxx Xxxxxxx opened the meeting and warmly welcomed the delegates and representatives of the UNEP/AEWA and UNEP/CMS Secretariats to the new premises of the Norwegian Environment Agency, a subsidiary body of the Norwegian Ministry of Environment in Oslo. Xx Xxxxxxx stressed the importance of wetlands and clean water and working in close cooperation with NGOs. She mentioned Norway’s long-term support of the AEWA International Single Species Action Plan for the Conservation of the Lesser White-fronted Goose, which reflects the urgent need for international cooperation. Finally, Xx Xxxxxxx thanked the Secretariat for the excellent and professional assistance and preparation of all activities and meetings.
Opening of the meeting. 1. In his capacity as Chair of the Standing Committee, Mr Xxxxxxxx Xxxxxxxxxx opened the 12th Meeting of the AEWA Standing Committee (StC12) and welcomed all those present. He thanked France for the warm hospitality and excellent meeting facilities provided, in the beautiful city of Paris. He also thanked the Assistant Director of the Directorate for Water and Biodiversity (XXX) of the Ministry of the Environment, Energy and the Sea (MEEM) of France, Xx Xxxxxxxxx Xx Xxx and his staff for hosting StC12. The last Meeting of the StC had taken place over a year ago, directly after MOP6 in November 2015, where the present membership had been elected. He went on to thank all AEWA stakeholders for their resolve and commitment towards the implementation of the Agreement.
