Association Representatives. A. The President of the Association shall furnish the Commissioner or Commissioner’s designee with a written list by September 15 of each year of officers and representatives of the Association and their terms of office. Representatives will normally be expected to perform Association for business on their own time. When an E-Board meeting requires on-duty members’ attendance, not more than two (2) members will be allowed to attend the meeting on duty time, unless it would create a workload reductionhardship to the County. On-duty E-Board members shall be allowed no more than two hours away from duty to attend E-Board meetings. With the approval of their respective supervisors, they may exceed two (2) hours, but shall use their own time or Association leave as authorized by the Association President.
24.2 The Employer Association’s President shall provide each Chapter President with be assigned a workload reduction of one (1) course section per semester without cost to standard day shift and days off schedule within the President’s Division as determined by the Association. If the Association votes to put its President on half-time Association-paid status on a temporary basis, the Association may elect such status in lieu of Section 25.1. Such election will be for a period of time determined by the Association, but not to exceed the duration of the contract. In such event, the Association’s President will be placed on a half-time status for purpose of work schedule, full-time pay and benefits, provided the Association reimburses the County for one-half of wages, incentive pay, and allocable fringe benefits costs.
24.3 The Association shall pay be provided 200 hours paid leave per year (to be increased to 225 hours per year effective July 1, 2011, and 250 hours per year effective July 1, 2012) which shall be taken in increments no smaller than 15 minutes for an additional fifteen (15) course sections per semester Association business. Association leave may be taken for any purposes attendant to the administration or negotiation of the contract, including attendance at negotiations, labor seminars, hearings before the Level 2 rate Employment Relations Board, arbitration, fact-finding and mediation sessions, and any labor relation matters not covered in Section 24.1 or Article 25 of pay under the Association’s Division of Continuing Education collective bargaining agreement. Colleges will be permittedthis Agreement as follows:

24.4 In addition to the foregoing, and subject to the County’s reasonable operating needs, up to four Association representatives identified in writing by the Association, which identification may be modified on 30 days notice, shall be allowed time off from work, on no less than 48 hours notice, in increments of no less than one-half day to cover the absent officer’s position, and subject to an aggregate limit of 45 days per fiscal year, to perform Association duties as needed; provided the Association reimburses the County for the wages, incentive pay and allocable fringe benefit costs for such employee(s) for time unit member shall receive reassigned time with payperiods spent on Association duties.
