Association Rights Responsibilities. 2.01 The Board grants the Association the following sole and exclusive rights in order that it may effectively represent and communicate with its members: A. To use the facilities of any building for meetings, without fee, upon notification of the administrator in charge of such building. The Administrator will grant permission to use such facilities as long as it does not interfere with any previously authorized activity in said building and it is held during reasonable hours. B. To use Board-owned and Board-leased on-site equipment at times that do not interfere with the operation of the school system and with payment for damaged or lost articles. C. To use the inter-school mail system in the schools’ offices to distribute Association bulletins, newsletters, or other circulars. To use bulletin boards in teacher lounges or workrooms to disseminate information to members. The Association shall hold harmless the Board for use of the inter-school mail system. D. To use telephones in any building to carry out Association business provided no toll charges or fees are incurred. These calls are not to be made at a time that interferes with duties assigned by the Board and Administration. E. To allow representatives to call meetings of Association members within the building, but not during employee work hours or during periods that conflict with other scheduled meetings. F. To allow the Association President or his/her designee to visit schools. Upon his/her arrival, he/she shall notify the Building Principal of his/her presence. Visits that are made to discuss special problems of teachers must be arranged in advance with the Building Principal. The visits to the schools must not interfere with duties assigned by the Board and Administration. G. The Association shall be provided released time without loss of salary or other benefits to conduct Association business. The Board shall provide six (6) days leave to the Association per school year. The Association President shall designate which bargaining unit member(s) may use one or more of the six (6) allotted days. The Association may have four (4) additional leave days under this Section, if the Association reimburses the Board for the costs of the substitutes. Again, the Association President shall designate which bargaining unit member(s) may use one or more of the four (4) additional days. Association Rights Responsibilities. 6 The Association has the right and responsibility to represent the interests of all employees in the unit; 7 to present its views to the District on matters of concern, either orally or in writing; to consult or to be 8 consulted with respect to the formulation, development, and implementation of industrial relations 9 matters and practices affecting PSE members which are within the authority of the District; and to 10 enter collective negotiations with the object of reaching an agreement applicable to all employees 11 within the bargaining unit.
Association Rights Responsibilities. ‌ A. Access to School Buildings The Association and its representatives shall have the right of access to school buildings after school hours and while not performing their normal duties, for Association purpose other than discussion concerning actions against business, providing there is not interference with the regular school program. The principal of the building in question shall be notified of Association presence. No approval shall be required. 1. The Association may use, except for converse actions against the District, school facilities equipment at reasonable times when such equipment is not otherwise in use. The Association shall pay for the cost of all materials and supplies incidental to such use. 2. The Association shall have available for its use a designated bulletin board space in each designated administrative unit. 3. The Association may use the inter-school communication facilities, providing that District communication shall have priority. 4. The Association shall have the right to meet with new employees for up to one (1) hour during any new employee orientation. In addition, up to thirty (30) minutes shall be scheduled collaboratively between the District and Association to review significant contract provisions. If the employee fails to attend the orientation, the Association may meet with the employee for one hour during the workday within 30 days after hire without loss of pay or benefits. 5. Upon request, an Association representative shall be allowed to speak at any facultyor other professional meeting, as arranged with the person in charge. 6. The rights and privileges of the Association and its representatives, as set forth in this Article, shall be granted only to the Association as the exclusive representative of the teachers, and to no other teacher organization.
Association Rights Responsibilities. 1. Upon request and approval by the principal, the Association may be allowed use of such office equipment as needed to provide duplicating and information to the employees. Inter district mail may be used for distributing information to employees in the bargaining unit, such use shall be when said equipment is not in use for District purposes. The Association shall indemnify and hold harmless the District for any claim or action brought against the District as a result of the Association’s use of the inter-District mail system. Association use of the District e-mail system shall comply with the District’s acceptable use policy. The Association will pay the reasonable cost of all materials and supplies incidental to such use, and for any repairs, excluding routine maintenance, necessitated as a result of using equipment. 2. Official representatives of the Association, other than District employees, will be allowed to visit the work area of members of the bargaining unit during work time if, in the judgment of the employee’s supervisor, such visits would not impair job performance. 3. The District will provide the Association with reasonable space on an employee bulletin board in each facility for use by the Association in communicating official notices of Association business to members of the bargaining unit. 4. Whenever mutually scheduled, Association representatives, elected or appointed, shall be granted time off without loss of pay from their regular school duties to attend local meetings dealing with grievance proceedings and labor negotiations. Whenever possible, such meetings will be scheduled so as not to interfere with normal work duties. The District shall not be obligated to pay overtime compensation due to the provision of this section.
Association Rights Responsibilities. A. Authorized representatives of the Association, whose names shall be filed in writing with the Business Administrator, or his/her designee, shall be permitted to visit any police facility for the purpose of processing or investigating grievances, provided that prior approval has been secured from the Chief of Police, or his/her designee, on condition that such prior approval shall not be unreasonably withheld. At least one (1) authorized representative shall be granted such permission. The representative shall not unreasonably interfere with the normal conduct of the work within the police facility. B. Up to a maximum of three (3) authorized representatives shall be excused from their normal duties to participate in negotiations for the renewal of this Agreement or the execution of a new Agreement. Such representatives shall attend negotiations session, if on duty, in the appropriate uniform and be available for duty in the event the need arises. C. The President, or in his/her absence, the Vice President of the Association shall have the right while on duty to investigate and process grievances and to attend Association functions upon direct application to the Chief of Police or his/her designee. D. Copies of disciplinary charges or other notices relating to disciplinary action shall be furnished to the Association upon written request. E. The Association will be responsible for acquainting its members with the provisions of this Agreement, and shall be responsible insofar as possible for the adherence to the terms of this Agreement by such members, and the Association recognizes that the conditions set forth in this Article shall be subject to the mission of the Township.

The Association shall have the right to use the school facilities and equipment, including duplicating equipment, calculating machines and all types of audio – visual equipment, when such equipment is not otherwise in use. Association use of school facilities and equipment will be permitted provided that: 1. A request is made and use arranged for in advance at which time the purpose of the use is given. 2. The use is strictly to service the legitimate purposes of the Association, such as duplication of records, notices, correspondence, etc. 3. The purpose is for the internal business of the Association and not for public distribution. 4. The Association shall reimburse the school for any expendable supplies. B. The Association shall have the right to post notices of its activities such as unit election results and unit meetings on designated bulletin boards. Anything posted shall be signed by the appropriate local union official and a copy provided to the Administration. C. Upon written request by the Association, the following reports will be made available: 1. The annual financial report for the year ending as of June 30th, after completion of the audit as presented to the Board; 2. A copy of the proposed budget; 3. A list of all personnel covered by this Agreement, including their salary and years of seniority in the system. D. The parties shall share equally the cost of printing of this contract. E. The Board shall permit a person or persons designated by the Association a maximum of six (6) days total absence, without loss of pay, to attend Association conferences during the school year. The Association shall make such request one (1) week prior to date of such conference. The Association shall pay the expenses incurred. No more than two members of the unit may be gone on the same day for such conferences. F. At the written request of the Union, special conferences may be arranged between the Union and the Administration. The topics to be discussed shall be made known in advance and the meeting shall be conducted on non-paid time. G. Employees in this unit shall be represented by two (2) stewards. The Union shall furnish, in writing, to the Employer the names of the stewards and alternate stewards. H. The Union and the Board agree that the practice of using volunteers shall continue. Current bargaining unit members will not be replaced or suffer a loss of wages or benefits as a result of the use of volunteers.

The Board agrees to furnish to the Association, in response to reasonable request, available non-confidential public information concerning the staff and district. B. The Association agrees that, upon request, it will form committees to assist the Board and the administrative staff in developing, formulating, revising and evaluating programs, proposals, structures and methods under consideration of being implemented within the school system as provided under Article IX. C. The Association shall have the right to use school buildings at reasonable non-school hours for meetings, provided that the approval of the Business Administrator has been secured in advance of the time of all such meetings. Such requests and approval shall be in writing directed to the Business Administrator. D. The Association shall have the right to request use of school facilities and equipment including typewriters, mimeographing, computers, E-Mail System and other duplicating equipment at reasonable times when such equipment is not otherwise in use and when such use will not interfere with or interrupt school operations. Such requests shall be in writing. The Association will be responsible to provide its own supplies or pay the reasonable costs of all materials and supplies incident to such use. E. The Association shall be responsible for acquainting its members with the provisions of this Agreement, and shall be responsible for the adherence to the provisions of the Agreement by its members during the life of this Agreement to the best of its ability. F. When at the direction of the Board any employee participates during working hours in negotiations, grievance proceedings, or conferences, they shall suffer no loss in pay. G. The Association shall have the right to distribute materials to its members through the use of employee mailboxes and inter-school mail provided it does not interfere with the normal operation of the schools. g H. The rights and privileges of the Association and its representatives as set forth in this Agreement I. The B.O.E. agrees to grant space for an L.E.A. Office in the High School with phone line (L.E.A. to pay for all usage and calls).

Association Rights Responsibilities. The Association, as long as it is the recognized and certified bargaining representative for classified personnel regarding employment relations, shall have the following rights: A. Upon request, the District shall make available to the Association public information concerning the District directly related to matters covered in this Agreement, a list of staff by October 31, as well as salary schedules of the bargaining unit employees and number of employees at each step. The Board may make a reasonable charge when special services are required beyond normal operation. B. The President and building representatives of the Association may use the District classified mail boxes and e-mail for communications of a routine nature. Such communications shall not, as determined by the administrator in charge of the building in question, disrupt the educational process; cause unlawful activities; be used for airing of labor disputes; or interfere with the authority of the Board or administration. The administrator may require that particular notices or C. The Association shall be provided reasonable bulletin board space for classified personnel communications of a routine nature by the building administrator subject to the same limitations and conditions contained in Section B of this Article. The Association may use District office equipment to reproduce Association newsletters and notices for distribution to Chapter 48 members. Such use shall occur during non-duty hours and at times that the office equipment is not in use for school related purposes. Copies of such communications shall be given to the building principal, supervisors and Human Resources in advance of its distribution. The Association will reimburse the District for the cost of operation and supplies utilized. D. The Association may transact official Association business in District buildings during non-working hours, provided it does not interfere with or interrupt classes or other normal school and District operations and with the advanced knowledge and approval of the building principal or administrator. The Board may make a reasonable charge, excluding rent, when special services are required beyond normal operation. The content of meetings is subject to the same limitations as contained in Section B of this Article.
