Cleanup Target Levels. As the final excavation progresses, the excavation walls and floor will be screened with an XRF. If metal concentrations are observed above the MDNR residential Risk Based Target Level (RBTL) or established background ranges shown below, the excavation area will expand as needed until metal concentrations above residential RBTLs or established background levels are no longer observed. Non-residential target levels will be used in the event residential target levels cannot be met. Historical data (see Section 2.3) indicates that generally the COCs are co-mingled; therefore, lead will be the representative heavy metal for field screening during excavation. If the lead concentration is below 260 mg/kg, the arsenic and benzo(a)pyrene concentrations will be compared to the MDNR RBTL values for Residential Land Use Soil Type 2 Ingestion, Inhalation (Vapor Emissions and Particulates), and Dermal Contact; the MDNR RBTL values for Non-Residential Land Use Soil Type 2 Ingestion, Inhalation (Vapor Emissions and Particulates); or the background concentrations (provided by the MDNR) for metal concentrations found in Xxxxxx County from metals data provided by the MDNR. Background metal concentrations include the following sources; Geochemical Survey of Missouri, Geological Survey Professional Paper 954-H, dated 1984 (Xxxxxxx 1984); Xxxxxx and Xxxxx; and Shacklette H T. These values are noted in Table 5 below. Lead 260 660 Not Applicable Arsenic 3.89 15.9 20.2 Benzo(a)pyrene 0.62 2.11 Not established PAHs will be evaluated through laboratory confirmation sampling and not via XRF analysis. The concentrations cannot be averaged if levels within the closure samples are screened against residential RBTLs. However, concentrations can be averaged, and potentially geographically weighted, if levels are screened against the non-residential RBTLs. Closure sampling data will first be compared to Residential (unrestricted) surface soil RBLTs (background target level for Arsenic) via maximum sample concentration comparison; then compared with Non-Residential surface soil RBTLs via representative concentrations and/or maximum concentrations if Residential levels are exceeded. If closure concentrations exceed the Residential or background levels, additional excavation may occur based on site restrictions or the use of activity and use limitations (AULs) including an environmental covenant and a soil management plan will be used to close the site based on representative concentrations ...
