Congestion. A characteristic of the transmission system produced by a constraint on the optimum economic operation of the power system, such that the marginal price of Energy to serve the next increment of Load, exclusive of losses, at different locations on the transmission system is unequal. Congestion Rent. The opportunity costs of transmission Constraints on the NYS Transmission System. Congestion Rents are collected by the ISO from Loads through its facilitation of the LBMP Market Transactions and the collection of Transmission Usage Charges from Bilateral Transactions, and paid to Primary Holders.

Congestion. 12.1 The procedures referred to in ACTL 3.6 shall apply in case of a situation of congestion.
12.2 Pursuant to the provisions of the Code of Conduct, the Terminal Operator shall undertake the following pro-active measures for congestion management through:
(i) offering the maximum available amount of LNG Services to Clients on the Primary Market, taking into account system integrity and operation and within the actual exploitation boundaries;
(ii) offering and developing LNG Services that are aligned with the market needs;
(iii) adopting non-discriminatory and transparent allocation rules as set forth ACTL 2.2;
(iv) encouraging the “use or sell” principle for LNG Services by facilitating the transfer of LNG Services via the Secondary Market;
12.3 Pursuant to the provisions of the Code of Conduct, the Client shall undertake all the following pro-active measures for congestion management:
(i) do not subscribe more LNG Services than reasonably required to fulfill his contractual provisions made; and,
(ii) offer on the Secondary Market its subscribed LNG Services that it temporarily or permanently does not use; and,
(iii) refrain from using the allocated subscribed LNG Services to hamper, limit or disturb the functioning of the market.
Congestion. To be measured as congested centerline miles, until such time as data is available to calculate peak hour excess delay as defined in 23 CFR 490.
Congestion. No exhibitor may engage in any activity or employ any individual or device, which tends to create unreasonable congestion in the aisles. Failure to occupy contracted space does not relieve an exhibitor of any obligation financial or otherwise.
Congestion. Shall not permit the Premises to be used or occupied in a congested manner. The number of people that shall use or occupy the Premises shall be reasonable for the size of the Premises taking into consideration the safety of the occupants, the burden that an unreasonable number of occupants will place upon the electricity, heating and air conditioning equipment, the congestion that would result in the common facilities of the Building and its appurtenance(s) such as hallways, washrooms, parking lot, etc. If in Landlord's opinion reasonably exercised the Premises are being used or occupied by more people than is reasonable, Tenant agrees to reduce the number thereof upon written demand of Landlord to the number that Landlord reasonably determines to be reasonable for the Premises.
Congestion. Where a Traffic Route is used for the conveyance of traffic for both Parties and either Party detects the grade of service referred to in paragraph 5.3.2 not being met because of non-transient causes or identifies a trend that will lead to such grade of service not being met in the current or next ACO Period, the Operator shall order Route Augmentation such that the problem or potential problem is alleviated.
Congestion. The failure of satisfaction of a User’s or Third Party’s request for the reservation of transmission capacity at an Entry or Exit Point of the NNGS.
