Contribution by the Government. 1. The Government shall provide all the resources, financial or in kind, needed for the administration and proper functioning of the Centre. 2. The Government undertakes to: (a) make available to the Centre its’ premises (b) entirely assume the maintenance of the premises and its running costs (c) contribute to the Centre the required budget per annum (d) make available to the Centre the administrative staff necessary for the performance of its functions which shall comprise the director, a deputy (or deputies) and all the other staff necessary for the function of the Centre.

Contribution by the Government. 1. The Government shall provide the resources, either financial or in kind, needed for the administration and proper functioning of the Centre, as well as for the implementation of its work-programme. For this purpose, the Government will contribute to the Centre a total amount of EURO 1,510,000 (one million five hundred and ten thousand). 2. With regard to the administration and proper functioning of the Centre, the Government builds upon the existing structure and resources of the European Training and Research Centre for Human Rights and Democracy – ETC Graz. 3. Additionally, the Centre receives valid and continuing grants of annually EURO 250,000 (two hundred and fifty thousand) from other sources and has the mandate to raise funds from all possible donors in conformity with the objectives and purpose of the Centre. 4. Within the framework of a cooperation agreement between the Centre and the University of Graz, the latter provides for the use, free of charge, of premises of appropriate size and equipment. These are shared with the UNESCO Chair for Human Rights and Human Security at the University of Graz. 5. In accordance with the cooperation agreement, the University entirely assumes the maintenance of the premises and its full infrastructure, including ICT. 6. The Centre employs the administrative staff necessary for the performance of its functions, management, secretariat, accounting and public relations officer. The Centre employs ten researchers, human rights trainers and consultants necessary for the fulfilment of the tasks according to the work-programme and adequate for the implementation of research and capacity-building activities. The staff comprises: two senior lawyers, two senior social scientists, two senior trainers and four graduate researchers, trainers and consultants in the overall interdisciplinary team.
Contribution by the Government. The Government undertakes to take appropriate measures in accordance with the laws and regulations of Japan, which may be required for the Centre to receive all the resources, either financial or in-kind, needed for the administration and proper functioning of the Centre. The Centre’s resources shall derive from sums allotted by PWRI, from such contributions as it may receive from any governmental, intergovernmental or non-governmental organizations, and from payments for services rendered.

The Government shall, subject to its relevant and appropriate laws and regulations, and following the annual budget appropriation of the Republic of Korea, provide all the resources, either financial or in kind, needed for the administration and proper functioning of the Centre in the Republic of Korea. 2. The competent authorities of the Government, responsible for the contributions provided in paragraph 1 of this Article, are the Ministry of Environment (ME) and K-water. 3. The Government undertakes to: a. provide the Centre with appropriate office space, equipment and facilities; b. entirely assume the maintenance of the premises and cover the cost of communications and utilities; c. make available to the Centre the administrative staff necessary for its functions as provided in Article 6 of this Agreement; and d. finance the activities of the Centre.

The Government shall, subject to its relevant laws and regulations, and following the annual budget appropriation of the Republic of Korea, provide all the resources, either financial or in kind, needed for the administration and proper functioning of the Centre. 2. Government support operates at two levels: the Government of the Republic of Korea and the Government of the Jeju Special Self-Governing Province. 3. The Government undertakes, subject to its relevant and appropriate laws and regulations, and following the annual budget appropriation of the Republic of Korea, to: (a) make available to the Centre the necessary financial, administrative and technical support for the Centre; (b) entirely assume, through the Government of the Jeju Special Self-Governing Province, the provision and maintenance of the premises and equipment; (c) make available to the Centre the administrative staff necessary for the performance of its functions, which shall comprise: i) organizing the Governing Board meetings; ii) executing the activities of the Centre in accordance with its annual work-plans and budget; and iii) proposing work plans and budgets for adoption by the Governing Board.

The Government undertakes to: (a) make available to the Institute land, buildings and other necessary infrastructures; (b) assume the responsibility for the maintenance of the Institute’s premises; (c) contribute to the Institute a necessary amount under its annual budget to meet its operational cost; (d) make available to the Institute the administrative staff necessary for the performance of its functions as per the approved staffing table.

The Federal Government, through IMTA, and UNAM, shall make sure that all financial and/or in-kind resources necessary for the management and proper functioning of the Centre are duly provided. 2. The Centre may receive contributions, with the previous approval of the Governing Board, in order to allow extrabudgetary resources.
